Landfilling prevails in waste management options in Romania like others new EU members, being contrary to the concept of waste hierarchy promoted in recent years by EC. Waste disposal is done usually in non-compliant landfills and Government established a program to close these sites. This paper aims to analyse the transition from traditional waste management systems to an integrated system at national, regional and local scale. Assessment of landfills location based on buffer analysis (using GIS techniques) is made according to the proximity of five critical factors (CF) such as: residential area, industry & commercial units, agricultural lands, rivers & …

Waste dumping is a serious environmental threat to major rivers from extra- Carpathian Region of Neamţ county in the proximity of villages because the lack of waste collection services. In this context, floodplains are frequently susceptible to such bad practices, these areas being also exposed to stronger floods. The paper aims to calculate the potential waste taken from these areas in order to assess a quantitative impact of these bad practices.

Poor waste management facilities from Romanian rural areas lead to uncontrolled waste disposal on improper sites. These bad practices are frequently in the the proximity of built-up areas , therefore, the small rivers inside these areas are susceptible to waste dumping. The paper aims to develop a quantitative assessment method of waste disposed into such small rivers from extra Carpathian region of Neamț county. The lack of organized waste collection services from 2003 lead to high values of waste disposed in such rivers frequently over 15 t/yr for each one. Despite some improvements compared to 2003 the small rivers inside …
Evaluating Emergency Management After An Event: Gaps And Suggestions, Neil Dufty
Evaluating Emergency Management After An Event: Gaps And Suggestions, Neil Dufty
Neil Dufty
Post-event evaluations of emergency management are critical to help emergency service providers and communities learn to build disaster resilience. This paper identifies five main types of formal post-event evaluations of emergency management that are used in Australia. It argues that these evaluations should be more consistent in their conduct and approach, more comprehensive in scope, and better timed. The paper also suggests that post-event evaluation reports should be released particularly to the affected communities.

The goal of this research is to develop an experimentally validated two-dimensional(2D) finite difference frequency domain (FDFD) numerical forward model to studythe potential of radar-based tunnel detection. Tunnel detection has become a subject of interest to the nation due to the use of tunnels by illegal immigrants, smugglers, prisoners, assailants, and terrorists. These concerns call for research to nondestructively detect, localize, and monitor tunnels. Nondestructive detection requires robust image reconstruction and inverse models, which in turn need robust forward models. Cross-Well Radar (CWR) modality is used for experimentation to avoid soil-air interface roughness. CWR is not a versatile field technology …

Open dumps was the main option of the local communities in household waste management, this practice being banned after July 16, 2009. The paper examines the correlation between dumpsites volumes, population density and local geographical conditions in the context that in most rural administrative-territorial units of the county there were no facilities for waste collection. The geographical distribution of dumpsites volumes reflects the disparities between different areas of the county and on the other hand, it highlights the spaces exposed to pollution. Also, the comparative analysis between 2004 (pre-accession) and 2009 (post-accession) reflects a rudimentary waste management system in this …
Automated Extraction Of Community Mobility Measures From Gps Stream Data Using Temporal Dbscan, Sungsoon Hwang, Timothy Hanke, Christian Evans
Automated Extraction Of Community Mobility Measures From Gps Stream Data Using Temporal Dbscan, Sungsoon Hwang, Timothy Hanke, Christian Evans
Sungsoon Hwang
Inferring community mobility of patients from GPS data has received much attention in health research. Developing robust mobility (or physical activity) monitoring systems relies on the automated algorithm that classifies GPS track points into events (such as stops where activities are conducted, and routes taken) accurately. This paper describes the method that automatically extracts community mobility measures from GPS track data. The method uses temporal DBSCAN in classifying track points, and temporal filtering in removing noises (any misclassified track points). The result shows that the proposed method classifies track points with 88% accuracy. The percent of misclassified track points decreased …

This paper proposes a performance assessment method (PAM) at urban scale, based on five specific waste indicators such as: population access to waste collection services (%), separate collection (%), reuse & recycle (%), landfilling (%) and amounts of waste uncollected (Qwu-%). Values of each indicator are correlated to an assessment table for three different years (2004, 2007, 2010) highlighting the disparities between urban localities of Neamt county. The paper also examines the changes and dysfunctions of urban waste management systems between preaccession vs post-accession period. PAM should be a necessary tool for environmental authorities or decision-makers for monitoring process of …

Landfills are the most common and easiest methods to dispose the municipal waste in Romania and still prevails in current waste management options. This type of critical infrastructure was designed to dispose urban waste generated over years or even decades and ultimately led to create new landforms in urban landscape. On the other hand, these sites are major sources of complex pollution unfulfilling EU regulations, being scheduled to be closed. This paper aims to analyze landfills as anthropogenic landforms by applying GIS techniques emphasizing them in a geographical context and not only in situ. The location of these sites usually …

Cultural Discourse Of Dwelling: Environmental Comunication As A Place-Based Practice, Donal Carbaugh
Donal Carbaugh
In this essay we contribute a response to intellectual and practical problems by using and developing a perspective on environmental communication that is reflexively grounded in place and that explores human relations with nature, while embracing cultural and linguistic variability in these processes. Our goals are to introduce a way to think through communication to places, and further to link that understanding to issues of engaged environmental action, to deeply seated notions of identity, and to the affective dimension of belonging that place-based communication often brings with it. Our way of doing this is to theorize and study cultural discourses …

Wildfire can result in significant loss of property and lives. Evidence shows that residents can decrease the risk of loss when they stay to defend their property. In order to safely defend a property, residents need to be adequately prepared for the wildfire conditions they face. Residents who wish to evacuate prior to the arrival of a wildfire also need to prepare their property and themselves for such an action. Despite the importance of preparation, there are no clear and quantifiable definitions of what it means to be prepared for different exposures to wildfire. Here we develop a model and …
