We explore economic, distributional and health consequences of U.S. greenhouse gas emissions objectives that could be achieved using Section 115 of the Clean Air Act (international air pollution), which has only recently received detailed legal analysis as a potential U.S. climate policy tool. Under it a national emissions target could be allocated among the states. This illustrative analysis considers 45% and 50% reductions of energy and industry-related CO2 emissions by 2030, below 2005 levels, via a model rule. Low-cost PM sensors have garnered interest for their ability to reduce the cost of investigating PM concentrations in both indoor and outdoor spaces. They perform well in high concentration lab testing with correlation coefficients greater than 0.9. In real-world applications, the correlation coefficients drop significantly because of sensing floors and adverse ambient conditions. There are plenty of supervised machine learning techniques that aim to correct the measurements ranging from linear regression to more advanced neural networks and random forests. Outdoor atmospheric chemistry and air quality have been the topic of research that intensified in earnest around the mid-20th century, while indoor air quality research has only been a key focus of chemical researchers over the last 30 years. Examining practices and approaches employed in the outdoor atmospheric chemistry research enterprise provides an additional viewpoint from which we can chart new paths to increase scientific understanding of indoor chemistry.
