Analysis Of Per Capita Expenditures Of Suburbanizing Communities In Maine, New England Environmental Finance Center

This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine’s service …

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

Tourism is Maine's largest industry. In 2003, tourism generated $ 13.4 billion in sales of goods and services. In 2004, tourism provided for 176,633 jobs, generated $3.8 billion in wages, and $530 million in tax revenues. Governor John Baldacci formally recognized the economic and ecological importance of tourism by highlighting it as one of the five primary industries at the Governor's 2003 Conference on Natural Resource-based Industries. Access to the natural resource base, and the need to collaborate with other resource-dependent industries, were identified at the conference as cutting across multiple industries, including tourism. Mainers once enjoyed the sense that the state’s vast forested lands would forevermore be a feature of the state’s landscape and cultural heritage. However, this sensibility has been threatened by fragmentation and sprawl and rapid changes in ownership. According to Lloyd Irland, Maine is not unique. The U.S. is facing a crisis of sustainability in forests and rural communities. Irland provides a brief history of forest ownership in the U.S. and analyzes some global trends to help to explain this crisis.
