The Shelter Cove Fishing Community Sustainability Plan (FCSP) is the product of a strong collaborative partnership among the fishing community, Humboldt State University, civic leaders, elected officials, and local business owners and operators. The project was funded by a generous grant from Saltonstall-Kennedy Grant Program, awarded in September of 2016.

The FCSP is a powerful example of the Shelter Cove fishing community’s capacity to establish key partnerships, identify opportunities and constraints, procure funding and engage in strategic planning. There has been a recent increase in use of an organized, forest ‘collaborative’ group approach for multi-stakeholder input on federal forestlands in the U.S. West. This approach relies on the creation of shared trust to achieve social agreement. Yet growing critiques suggest a lack of trust in the U.S. Forest Service [Forest Service], between stakeholders, and the collaborative process itself. We conducted three comparative case studies of established forest collaborative groups in Oregon, Washington, and Idaho to ask how trust is created and damaged or broken in this context. Collaborative processes for working toward common management goals between individuals and organizations, despite their differences, emerged as one enduring legacy resulting from the Timber Wars in the American West during the late-1980s and the early 1990s. Power imbalances are often cited as a common problem in collaborative processes and can have a lasting, deleterious impact on the collaborative process and its outcomes. For all its importance, however, there is a yet unfulfilled need to understand the extent to which power and power imbalances affect collaborative relationships. In the wake of the timber wars, communities across the American West have struggled to redefine their relationships to nearby federal forests. The timber-dependent model of the pre-Timber War era, with clear timber targets and economic outputs, has been replaced by more nuanced and less clearly-defined model: ecosystem management. This case study research uses interviews with participants in the Weaverville Community Forest (WCF) to explore the role of a community in managing its nearby federal lands. In 1999, the Headwaters Forest Reserve was established in Humboldt County after more than 20 years of community activism, negotiations, and litigation. The ‘last stand’ of unprotected, privately-owned old growth redwood had finally been safeguarded, though many on the North Coast felt that the final deal fell far short of what was needed to protect the watershed’s ecological functioning. This article uses academic and journalistic research, supplemented by oral histories, to make three main points about the North Coast ‘post deal.’ One, forest management practices in the region have evolved to be more consistent with the practices of ecological forestry. …

Forest management in the Tongass National Forest has been a topic of controversy for decades, due to the result of intense timber extraction in the mid-twentieth century. In recent years, collaborative approaches to management, beginning with a federally chartered advisory committee, have offered opportunities to overcome the seemingly intractable conflict. While a new culture of collaboration is emerging in Southeast Alaska, the region still faces challenges associated with the implementation of these approaches. There are many perspectives of the timber wars, and one perspective that is not frequently documented is that of government bureaucrats – policy makers, regulators, and others who were often caught in the crossfire of opposing sides. This oral history with Dr. Andrea Tuttle is one attempt to describe the Timber Wars from this perspective. The sand dunes of the Pacific Northwest are dynamic and house diverse dune mat communities. Introduction of non native species into dune mat communities change soil characteristics of dunes, such as the case of yellow bush lupine (Lupinus arboreus). Lupine establishment provides ideal conditions for other non natives to invade. These impacts have been observed within the Lanphere Dunes Unit of the Humboldt Bay Wildlife Refuge in Arcata, California. As climate change progresses, the frequency and duration of upwelling events that bring low pH, low dissolved oxygen (DO) water to nearshore habitats are expected to increase. In addition, long-term global changes in ocean pH and DO are expected to occur within the next few decades to centuries. Locally, there have been documented reductions in near-shore pH along with the expansion of oxygen minimum zones within the California Current System. RCEA has a goal of bringing 5 Megawatts (MW) of local, utility-scale, solar PV under contract by 2018 and 15 MW by 2023. The removal of invasive species as part of the restoration process can allow natives organisms to rebound. An ecosystem that incurs damages from invasive species is coastal sand dunes, which are dynamic systems. Some coastal sand dunes on the west coast of the United States have been invaded by Ammophila arenaria. The invasive grass, A. arenaria, is thought to alter and stabilize foredune morphology and reduce populations of native species. Climate change is predicted to cause widespread redistribution of suitable tree habitats, as well as increase the size and frequency of wildfires in the western United States during the forthcoming century. Rare serotinous conifers may have heightened sensitivity to the impacts of both fire regime and climate shifts for multiple reasons. First, the rapid spatial rearrangement of suitable habitat will disproportionately affect trees with constrained seed dispersal capabilities, and limited dispersal is a trait associated with some genera of serotinous trees. The conservation and recovery of anadromous salmonids (Oncorhynchus sp.) depend on stream restoration and protection of freshwater habitats. In-stream large wood dictates channel morphology, increases retention of terrestrial inputs such as organic matter, nutrients and sediment, and enhances the quality of fish habitat. Historic land use/land cover changes have resulted in aquatic systems devoid of large wood. Restoration by placement of large wood jams is intended to restore physical and biological processes.
