Institutional authority and responsibility for allocating water to ecosystems (“ecologically available water” [EAW]) is spread across local, state, and federal agencies, which operate under a range of statutes, mandates, and planning processes. We use a case study of the Upper Missouri Headwaters Basin in southwestern Montana, United States, to illustrate this fragmented institutional landscape. Despite the devastating impacts of droughts, the United States lacks a national drought plan. This leaves states to address droughts in water, hazard, and stand-alone plans which are designed to reduce drought vulnerability and to prepare government, industry, and society to cope with the impacts. Yet, there is limited empirical research that evaluates the comprehensiveness of these plans, specifically in terms of whether they include preparedness and mitigation measures or triggers for action and response. New Mexico (NM) passed a land use law in 1967 that offers tax subsidies to agricultural landowners and is implemented at the county level. This law illustrates a stark disconnect between land and water policy: there are water policy implications because of it, but it has never been discussed accordingly. With a focus on New Mexico’s primary urban county, this study estimates that in 2020, Rio Grande surface flows were used to irrigate 4,388 acres of Bernalillo County land that received the special tax valuation offered through the law. Valencia County, comprised of a collection of farming communities in the Middle Rio Grande of central New Mexico, is undergoing a fundamental change in its irrigated agriculture. Historically, over recent decades, it has had many smaller-sized farms, or “hobby farms”, with fewer larger commercial enterprises, and with alfalfa as its dominant crop. But in recent years, it has seen a significant expansion of acreage devoted to pecan orchards – a higher value commercial crop that also is substantially higher in water use. Policies and programs have been utilized throughout the United States (U.S.) to reduce water use as a strategy to ensure sufficient water supplies for future demand. As governmental leaders and policy makers face increasing freshwater scarcity and supply unpredictability, along with rising costs and decreased federal funding, Best Practices (BPs) in water conservation are increasingly important to facilitate decision-making in choosing which strategies to employ. The state-level institutions governing water use in the western United States have increasingly come under pressure and scrutiny related to their inability to navigate water use conflicts in recent decades. Rapid population growth and shifting public values towards leaving water instream for recreational and environmental purposes pose challenges to Montana water supplies which are predominantly allocated for irrigated agriculture. Collaborative governance- or collaboration- has become increasingly important for the design and implementation of public policy in the United States. This dissertation explores concrete and unique policy-related benefits emerging from collaboration, and the processes by which they emerge.

Collaboration is defined broadly as "any interaction between two or more organizations undertaken with the intention to cooperate." This definition is applied in the context of water quality management, where the physical nature of watersheds and the lack of regulatory authority available to policy-makers leads to a variety of collaborative arrangements.

There are many non point sources (NPS) of pollution issues across the state of Arkansas. Each region of the state has different concerns. Many watersheds have been included in the Arkansas's 2008 303(d) list for NPS impairments with sediment and nutrients being the primary causes of concern. This research hypothesized that there are no cost or net returns risks when adopting best management practices (BMPs) to control nutrients runoff and that selection, timing, placement and cost have no impact on the implementation of BMPs.
