This article introduces a special section on empowered partnerships that deepens a dialogue initiated during the 2010 symposium titled EmPowered Partnerships: Community-Based Participatory Action Research for Environmental Justice. The articles in this section will be divided between issues 1 and 2 of the Journal. After briefly reviewing the definitions and the steps associated with community-based participatory action research (CBPAR), we identify the synergies connecting the underlying principles and values of the environmental justice (EJ) movement and CBPAR. Cost-Availability Curves For Hierarchical Implementation Of Residential Energy-Efficiency Measures, Roman Villoria-Siegert, Philip Brodrick, Kevin P. Hallinan, Robert J. Brecha

Historical residential electricity data and natural gas consumption data were collected for, respectively, 1,200 and 178 residences in a small town in the USA. These data were merged with local building and weather databases, and energy consumption models were developed for each residence, revealing substantial variation in heating and cooling intensity. After estimating approximate physical building characteristics, energy profiles for each residence were calculated, and savings from adoption of the most cost-effective energy-efficiency measures for each residence were estimated. The assessment examined the following components of the Total Flood Warning System (TFWS) guided by the Australian Government’s Manual 21 – Flood Warning: 1. Understanding of flood risks and hazards 2. Emergency management planning 3. Community flood education 4. Data collection 5. Flood prediction and interpretation 6. Message construction 7. Message communication 8. Response 9. Review of the TFWS 10. Community and stakeholder consultation 11. Integration of the TFWS components. The assessment estimated that a TFWS at Port Fairy would provide reduction in damages of $400,274 over a 20 year life cycle. Moreover, it would improve public safety by markedly …

Climate change and human activity is significantly impacting the frequency and severity of wildfires across the globe. Although climate change and human population are the overarching factors affecting wildfires in the current dialogue, the issues are more complex and often not fully understood. These issues range from global temperature increases and severe drought cycles to the relatively new phenomenon of the wildland urban interface (WUI). This is the area where structures are integrated with or immediately surrounded by areas of moderate to high fire risk and are directly linked to fuel types and topographic features.
