Hillsborough Bay is the northeast lobe of Tampa Bay, the largest open water estuary on Florida's west coast. For a complete description of the setting and previous works, the reader is referred to Doyle, et al. (1989). The Phase I study of fine-grained sediments in Hillsborough Bay (Brooks and Doyle, 1989) established distribution patterns and average accumulation rates of mud-dominated sediments at selected sites within the Bay over the past several thousand years. This is the second annual report to FDER to satisfy the requirements set forth in specific condition #6 of FDER construction permit DC29-152790.

The City of Tampa, Bay Study Group (BSG), has monitored the effects of sewage pollution abatement in Hillsborough Bay since 1976. Within the last decade, water quality improvements and evidence of minor seagrass revegetation in Hillsborough Bay prompted the BSG to initiate a seagrass study to compliment other programs assessing the environmental status of Hillsborough Bay.

The Bay . study Group of the City of Tampa has conducted an extensive monitoring program of water quality and various biological indicator organisms in Hillsborough Bay and Middle Tampa Bay since 1978 (Figure 1). Hillsborough Bay has generally had the poorest water quality of the Tampa Bay subsections. Recent Areal Expansion Of Seagrass Meadows In Tampa Bay, Florida: Real Bay Improvement Or Drought-Induced?, R. R. Lewis Iii, K. D. Haddad, J.O. R. Johansson

Johansson and Lewis have documented improvements in water quality apparently associated with concurrent improvements to sewage treatment, particularly at the City of Tampa's Hookers Point Sewage Treatment Plant. These improvements are at least partially responsible for the significant decreases in chlorophyll a and increase in water clarity documented in Hillsborough Bay and Middle Tampa Bay.

The size classification of surficial bed sediments in upper Tampa Bay, Florida, including Hillsborough Bay, Old Tampa Bay, and middle Tampa Bay south of the Interbay Peninsu la, was determined during 1987-89. Fathometer transects were performed throughout the study area to determine the reflective characteristics of the bed, and grab samples were collected to relate the fathometer data to size classifications of sediments. The data collected during this study indicate that fine bed sediments are most abundant in Hillsborough Bay and least abundant in the southern part of the study area closest to the mouth of Tampa Bay. The objectives of the second year of study in the Little Manatee River and Tampa Bay focused on providing 1 information on the growth and production dynamics of several size classes of phytoplankton in the river/bay system and their response to nitrogen additions.
