EXECUTIVE SUMMARY

A devastating flood in Red River valley in 1997 emphasized the need to study the flood control measures in the Red River basin using state of the art modeling tools. The Red River and its floodplains can be modeled using one-dimensional, quasi two-dimensional or fully two-dimensional hydrodynamic models. Each modeling approach has its own advantages and limitations. The main purpose of this report is a comparison between one-dimensional (or quasi two dimensional) and fully two-dimensional hydrodynamic modeling approaches for modeling floods in the Red River basin.

Work In Progress: Automating Proportion/Period Scheduling, David Steere, Jonathan Walpole, Calton Pu

The recent effort to define middleware capable of supporting real-time applications creates the opportunity to raise the level of abstraction presented to the programmer. We propose that proportion/period is a better abstraction for specifying resource needs and allocation than priorities. We are currently investigating techniques to address some issues that are restricting use of proportion/period scheduling to research real-time prototypes. In particular, we are investigating techniques to automate the task of selecting proportion and period, and that allow proportion/period to incorporate job importance under overload conditions.

Transition sensors are needed, particularly in the dairy industry, for detecting transitions in pipe flow systems from product-to-water or product-to-product (such as from chocolate to vanilla ice cream mix). Transition information is used to automatically sequence valves to minimize product waste. Optical fibers were used to measure light backscatter between 400 and 950 nm as a function of milk concentration in water and milkfat concentration in milk. The normalized response (100% for product and 0% for water) as a function of product concentration in water was approximately logarithmic for skim milk between 400 and 900 nm and approximately linear for …

Runoff of herbicides can promote adverse impacts in receiving waters. The objective of this study was to assess the effects of rainfall delay, herbicide application rate, rainfall intensity, and pre-application rainfall on runoff of TRIMEC (a combination of 2,4-D, dicamba, and mecoprop), a herbicide that is commonly used in central Kentucky. The levels of rainfall delay were 0, 2, and 4 d following application; and the levels of herbicide application rate were 0, 0.5, 1 and 2 times the recommended rate. A 16 X 16 Crossover photonic switching network with hybrid integrated CMOS/SEED smart pixel device and 2D optical fiber bundle array I/O access device is reported in this paper. SEEd array devices ar used as light receivers and transmitters, while CMOS devices make efficient logical processing. 4 X 40 2D multilayer optical fiber bundle arrays are fabricated and are used as I/O access devices in the crossover photonic switching network. We describe the implementation and performance of a genetic algorithm which generates image feature extraction algorithms for remote sensing applications. We describe our basis set of primitive image operators and present our chromosomal representation of a complete algorithm. Our initial application has been geospatial feature extraction using publicly available multi-spectral aerial-photography data sets. We present the preliminary results of our analysis of the efficiency of the classic genetic operations of crossover and mutation for our application, and discuss our choice of evolutionary control parameters. We exhibit some of our evolved algorithms, and discuss possible avenues for future progress.

This paper discusses three kinds of metadata and how they are used in the Energy & Environmental Information Resources Center (EE-IR Center), a digital special library of text, numeric, and geospatial data, located in Lafayette, Louisiana. These metadata are Dublin Core (DC), MARC21 (formerly USMARC), and Federal Geographic Data Committee (FGDC) metadata.

The EE-IR Center was formed as a partnership between the National Wetlands Research Center (NWRC) of the U.S. Geological Survey and the Center for Advanced Computer Studies of the University of Southwestern Louisiana (CACS/USL). Mechanical testing and surface fractography were used to characterize the fracture of E-glass fiber reinforced epoxy composites as a function of the silane coupling agent used. gamma-Aminopropyltriethoxysilane (APS) and delta-aminobutyltriethoxysilane (ABS) were used because these have been shown to have different interfacial mobilities at multilayer coverage. The values of the properties studied generally increased from untreated c, as determined from a Mode I translaminar fracture toughness tests, for the untreated composites (10.5 ± 0.4 kJ/m2) was lower than that for the ABS-treated composites (14.3 ± 2.1 kJ/m2) which was lower than that for the APS-treated composites (17.1 ± 2.4 kJ/m2). …

Contaminant transport models should be evaluated over a wide range of conditions to determine their limitations. The models PRZM and GLEAMS have been evaluated many times, but few studies are available in which predicted movement in runoff and percolate were simultaneously evaluated against field data. Studies of this type are essential because pesticide leaching and runoff are mutually dependent processes. Reservation-based scheduling delivers a proportion of the CPU to jobs over a period of time. In this paper we argue that automatically determining and assigning this period is both possible and useful in general purpose soft real-time environments such as personal computers and information appliances. The goal of period adaptation is to select the period over which a job is guaranteed to receive its portion of the CPU dynamically and automatically. The choice of period represents a trade-off between the amount of jitter observed by the job and the overall efficiency of the system. Secondary effects of period include quantization …

An optoelectronic switching network with 2-D optical fiber bundle arrays I/O access device is presented in this paper. An optoelectronic recirculating Banyan network based on CMOS/SEED smart pixel device is used in this configuration. Thirty-two X two single-mode fiber bundle array and 32 X 2 multi- mode fiber bundle array are fabricated respectively based on the features of high density, high precision and array permutation of the CMOS/SEED optoelectronic integrated devices. Experimental results from the Interface Configuration Experiment (ICE) performed aboard the Space Shuttle and the Mir Space Station are reported. The experiment concerns fluid interfaces in certain ‘exotic’ containers in a low-gravity environment. These containers are rotationally symmetric and have the property that for given contact angle and liquid volume, a continuum of distinct rotationally symmetric equilibrium configurations can appear, all of which have the same mechanical energy. These symmetric equilibrium configurations are unstable, in that deformations that are not rotationally symmetric can be shown mathematically to yield configurations with lower energy. Applications with real-rate progress requirements, such as mediastreaming systems, are difficult to deploy in shared heterogenous environments such as the Internet. On the Internet, mediastreaming systems must be capable of trading off resource requirements against the quality of the media streams they deliver, in order to match wide-ranging dynamic variations in bandwidth between servers and clients. Since quality requirements tend to be user- and task-specific, mechanisms for capturing quality of service requirements and mapping them to appropriate resource-level adaptation policies are required. A process for enhancing the corrosion resistance of an aluminum-containing component with a cerium based coating. An aluminum-containing cathode and an oxygen- evolving anode are immersed in an electrolyte comprising water, solvent, oxidizing agent and cerium ions. An electrical current is passed through the electrolyte by applying electrical current to deposit a cerium based coating onto the cathode. An electrolyte for use in depositing a cerium based coating. An electrodeposited cerium-based coating. An aluminum aircraft structural component having a cerium-based coating thereon.

The angle-of-incidence dependence of the differential reflection phase shift Δ between p and s polarizations is considered a function of the real and imaginary parts of the relative complex dielectric function ε of an interface in the domain of fractional optical constants, i.e., under conditions of internal reflection. The constraint on complex ε such that oscillatory and monotonic angular responses are obtained is determined. A sensitive and stable technique, which is based on attenuated internal reflection ellipsometry between the Brewster angle and the critical angle, is proposed for measuring small induced absorption (εi∼10−5) in the medium …

It is commonly known that the spatial profiles of the diffracted light beams during Bragg acousto-optic interaction are distorted due to the Bragg angle selection mechanism. All the conventional studies on this effect use the paraxial approximation. But this approximation should be amended when the incident angle of the light is large enough that the diffracted light waves do not propagate closely along the optic axis of the acousto-optic diffraction system. By using a spatial Fourier transform approach, we rigorously study the light beam profile deformation effect of the diffracted light during the Bragg acousto-optic interaction beyond the paraxial approximation. …

Examination Of Beam Propagation In Misaligned Holographic Gratings And Comparison With The Acousto-Optic Transfer Function Model For Profiled Beams, Monish Ranjan Chatterjee, David D. Reagan

A transfer function formalism developed earlier for the propagation of profiled optical beams through acousto-optic Bragg cells is revisited and applied to a thick holographic grating. The results based on the holographic coupled wave model and the acousto-optic multiple scattering model are shown to be compatible, and equivalent parameters such as the Q and grating strength are defined for the two systems. Results for a Gaussian spatial profile are numerically computed and compared. For the holographic grating, a profiled beam may be interpreted as an angular misalignment or Bragg-angle mismatch problem. The case of Bragg-wavelength mismatch is also investigated for …

Modeling The High-Speed Switching Of Far-Infrared Radiation By Photoionization In A Semiconductor, Thomas E. Wilson

Data from an earlier study [T. Vogel et al., Appl. Opt. 31, 329 (1992)] on the subnanosecond switching of 119-μm radiation in high-resistivity silicon by pulsed UV laser radiation, is compared with a refined one-dimensional numerical multilayer model accounting for the generation, recombination, and diffusion of the free carriers on the resulting far-infrared optical properties of the silicon. The inclusion of recent measurements for carrier-density and temperature-dependent transport parameters leads to improved agreement between experiment and theory.

An improved intracavity sensor based output power control for microcavity light emitting devices. An improved phototransistor transducer is both configured and physically disposed so that it passively transmits the spurious optical energy output of the microcavity light emitting device while simultaneously generating a light determined electrical signal of easily used large magnitude that is nearly free of error. The base-collector region of the transistor is disposed with a quantum well absorbing layer and produces a signal responsive to a selected emission wavelength.
