Carbon offsets have come under increasing scrutiny due to uncertainties in real carbon abatement, transparency, and fears that it will exacerbate global inequality by allowing the global North to ‘pay to pollute’ through ethically questionable projects in the South. Following Article 2.1.C of the Paris Agreement, this paper argues that the global green transition requires private capital to be fully mobilized through voluntary carbon markets (VCMs). This study uses macroinvertebrates as bioindicators to assess the water quality upstream and downstream of a hydroelectric project in Ecuador’s eastern cloud forest. Ecuador has increasingly turned to hydropower to supply its energy needs as pressure mounts to turn away from fossil fuels. This transition has been realized on the Río Topo, located in the province of Tungurahua. This study aims to determine how the Central Hidroeléctrica Topo (CHT), a diversion hydroelectric project (HEP) constructed on the Río Topo in the 2010s, has affected the water quality of the river. The Fernando Pessoa Photovoltaic plant that is approved for construction in the Santiago do Cacém municipality is analyzed. The Atlantic surfclam Spisula solidissima fishery, which spans the U.S. Northeast continental shelf, is among the most exposed to offshore wind energy development impacts because of the overlap of fishing grounds with wind energy lease areas, the hydraulic dredges used by the fishing vessels, and the location of vessel home ports relative to the fishing grounds. The Atlantic surfclam federal assessment survey is conducted using a commercial fishing vessel in locations that overlap with the offshore wind energy development. Coal-fired power plays a critical role in China's compliance with the Paris Agreement. This research quantifies China's stranded coal assets under different coal capacity expansion scenarios with an integrated approach and high-precision coal-fired power database. From a top-down perspective, firstly, the pathway of China's coal-fired power capacity consistent with the global 2 degrees C scenario is outlined and then those stranded coal-fired power plants are identified with a bottom-up perspective. Stranded value is estimated based upon a cash flow algorithm. Results show that if coal capacity stabilizes during 2020-2030, China will only incur a sizeable yet manageable stranded asset loss …

This paper adapts an existing techno–social agent-based model (ABM) in order to develop a new framework for spatially validating ABMs. The ABM simulates citizen opposition to locally unwanted land uses, using historical data from an energy infrastructure siting process in Southern California. Spatial theory, as well as the model’s design, suggest that adequate validation requires multiple tests rather than relying solely on a single test-statistic. A pattern-oriented modeling approach was employed that first mapped real and simulated citizen comments across the US Census tract. With the periodic goals of reaching carbon emission peak before 2030 and achieving carbon neutrality before 2060 (“dual carbon” goals), China shows its unprecedented determination to coal power phaseout. This research takes Jilin Province to showcase possible pathways of coal power units’ phaseout on provincial level. We set up four different coal power phaseout scenarios, under which their transition cost and effectiveness would be calculated, respectively. China has suffered overcapacity in coal power since 2016. With growing electricity demand and an economic crisis due to the Covid-19 pandemic, China faces a dilemma between easing restrictive policies for short-term growth in coal-fired power production and keeping restrictions in place for long-term sustainability. In this paper, we measure the risks faced by China's coal power units to become stranded in the next decade and estimate the associated economic costs for different shareholders. By implementing restrictive policies on coal power expansion, China can avoid 90% of stranded coal assets by 2025.

The Philippine energy sector remains plagued with issues of energy security, high electricity costs, and vulnerable grid infrastructure. This paper argues for the increased uptake of microgrids as a solution for these issues, using the Institutional Analysis and Development (IAD) Framework as a guide for microgrid policy. In this Article, we explore and critique the foundational norms that shape federal and state energy regulation and suggest pathways for reform that can incorporate principles of “energy justice.” These energy justice principles—developed in academic scholarship and social movements—include the equitable distribution of costs and benefits of the energy system, equitable participation and representation in energy decision making, and restorative justice for structurally marginalized groups.

Background

The transition to an energy mix with lower carbon emissions is hampered by the existence of the so-called Energy Trilemma. The primary consequence is a trade-off between various objectives of energy policy, e.g., equity and sustainability. This conflict can lead to policy gridlock if policymakers are unable to prioritize the goals. This paper proposes a framework and methodology to manage the trilemma by applying methods related to multi-criteria decision-making in order to assign weights to the various components of the trilemma.

The energy-water nexus describes the requirement of water-for-energy and energy-for-water. The consumption of water in the production and generation of energy resources is also deemed virtual water. Pairing the virtual water estimates for energy with international trade data creates a virtual water trade network, facilitating analysis of global water resources management. In this database, we identify the virtual water footprints for the trade of eleven different energy commodities including fossil fuels, biomass, and electricity. With the deepening of power market reform, distributed power generation is gaining momentum. This paper tests the distributed photovoltaic (DPV) economy under different business models by taking three provinces to stand for typical resource zones. The Internal return rate (IRR) is used to measure the economy, while the improved levelized cost of electricity (LCOE) is used to model the generation cost. Three business modes, namely pure producer (all generation sold to the grid), prosumer (self-use and the rest sold to the grid), and peer-to-peer trade (P2P, all generation traded via the grid) are studied. The discovery of oil on Alaska’s North Slope in the 1920s began a century of fossil fuel exploration, development, and production in the Arctic region. Alaska became integral to the nation’s growing energy dominance. However, since 1988, oil production on the North Slope has been in steady decline. In 2015, Shell, followed by several other oil majors, terminated their Arctic Alaska operations. This past year, BP made waves by ending six decades of operations in Alaska.
