Since Filipino researchers arrived in Zanzibar to determine the potential for cultivation of seaweed more than 20 years ago, the islands' coastal communities have relied on the resource as a main or alternative source of income. When the companies started investing at the industry’s onset, trained personnel offered farmers' education on proper farming techniques for Spinosum (Eucheuma denticulatum) and Cottonii (Kappaphycus spp.) by establishing demonstrative (demo) farms and holding seminars. Today, informal training involves experienced farmers teaching the newcomers their techniques. Nelson argues that environmentalism and economics represent competing religious worldviews. Within this framework, debates over issues like global warming and acid rain become veiled theological disputes between these two “secular religions.” Nelson paints with a broad, aggressive brush. To address such concerns we study dynamic decision making with respect to the simple race game Hog, which has a computable optimal decision strategy. The employment impact of this development has been discussed in regulatory filings before, but has not been examined in detail using post-construction data on actual wind power projects. The determinants of health care use among rural, low-income mothers and their children were assessed using a multi-state, longitudinal data set, Rural Families Speak. The results indicate that rural mothers’ decisions regarding health care utilization for themselves and for their child can be best modeled using a simultaneous systems approach to negative binomial regression. Mothers’ visits to a health care provider increased with higher self-assessed depression scores, increased number of child’s doctor visits, greater numbers of total children in the household, greater numbers of chronic conditions, need for prenatal or post-partum care, development of a new medical condition, and …

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Generally, organizations can address their own carbon emissions through energy efficiency, fuel switching, on-site renewable energy systems, renewable energy purchased from utilities or in the form of renewable energy certificates (RECs), and carbon offsets. We report on a research and development programme in financial modelling and economic security undertaken in the Information and Communications Security Research Group (ICSRG, 2011) which has led to the launch of a new company - Currency Traders Ireland Limited - funded by Enterprise Ireland. Currency Traders Ireland Limited (CTI, 2011) has a fifty year exclusive license to develop a new set of indicators for analysing currency exchange rates (Forex trading). We consider the background to the approach taken and present examples of the results obtained to date.

Estimation And Forecasting Of Dynamic Conditional Covariance: A Semiparametric Multivariate Model, Xiangdong Long, Liangjun Su, Aman Ullah

We propose a semiparametric conditional covariance (SCC) estimator that combines the first-stage parametric conditional covariance (PCC) estimator with the second-stage nonparametric correction estimator in a multiplicative way. We prove the asymptotic normality of our SCC estimator, propose a nonparametric test for the correct specification of PCC models, and study its asymptotic properties. We evaluate the finite sample performance of our test and SCC estimator and compare the latter with that of PCC estimator, purely nonparametric estimator, and Hafner, Dijk, and Franses’s (2006) estimator in terms of mean squared error and Value-at-Risk losses via simulations and real data analyses.

Model Selection In Validation Sampling Data: An Asymptotic Likelihood-Based Lasso Approach, Chenlei Leng, Denis H. Y. Leung

We propose an asymptotic likelihood-based LASSO approach for model selection in regression analysis when data are subject to validation sampling. The method makes use of an initial estimator of the regression coefficients and their asymptotic covariance matrix to form an asymptotic likelihood. This ``working'' objective function facilitates the formulation of the LASSO and the implementation of a fast algorithm. Our method circumvents the need to use a likelihood set-up that requires full distributional assumptions about the data. We show that the resulting estimator is consistent in model selection and that the method has lower prediction errors than a model that …

Although this paper is specific to Rolla, Missouri, the methods used can be imitated for any rural town wishing to attract more conferences.
