e-Health solutions in low-income countries are fragmented, address institution-specific needs, and do little to address the strategic need for inter-institutional exchange of health data. Although various e-health interoperability frameworks exist, contextual factors often hinder their effective adoption in low-income countries. This underlines the need to investigate such factors and to use findings to adapt existing e-health interoperability models. In the wake of debates between actors in the Zimbabwean higher education sector about the effectiveness of e-learning models, it is important to investigate the effectiveness of using blended learning at a time when infrastructure challenges are disrupting ICT access. This paper aims to address this quest for a deeper understanding by investigating students' perceptions of blended learning at a selected Zimbabwean university. Although Self-Service Business Intelligence (SSBI) is continually being adopted in various industries, there is a lack of research focused on data modeling in SSBI. This research aims to fill that research gap and propose a maturity model for SSBI data modeling which is generalizeable between different software and applicable for users of all technical backgrounds. Through extensive literature review, a five-tier maturity model was proposed, explained, and instantiated in PowerBI and Tableau. Digital transformation is the application of technology to build new business models, processes, software and systems that result in more profitable revenue, greater competitive advantage and higher efficiency. The factors influencing digital transformation in the higher educational sector were examined in this study. Specifically, data was drawn from 400 respondents and the following variables: organizational IT application portfolio, organizational culture, organizational structure, leadership and ethics predict digital transformation in higher educational sector by using regression analysis. The researcher found that the organizational culture contribution was the highest by predicting 78.9% of digital transformation in the higher education sector.

Knowledge transfer in onshore information systems (IS) outsourcing projects in Africa is an important but under-researched phenomenon. This study focuses on the client-vendor perspective and examines the factors that influence knowledge transfer in onshore information systems outsourcing in Ethiopia. Conceptually, knowledge-based perspectives of IS outsourcing is used to identify an initial set of factors to frame the empirical study. This is followed by semi-structured interviews with ten project managers. The findings indicate that five key factors, namely mutual absorptive capacity, mutual learning intent, mutual trust, mutual disseminative capacity and project staff turnover influence knowledge transfer in outsourced IS projects. This research tested the attributes of DOI and other variables empirically,usingM-Birr system as the goal of the innovation. This paper presents the Technology Acceptance Model (TAM) to examine the adoption of e-learning system in low-income countries, the case of Ethiopia. The research uses a quantitative research approach to examine Ethiopian tertiary level distance students’ determinant factors for the acceptance of e-learning systems. A questionnaire-based survey was conducted to collect data from 255 undergraduate distance learners in a higher education institute in Ethiopia. This study examines a critical incentive alignment issue facing FS-ISAC (the information sharing alliance in the financial services industry). Failure to encourage members to share their IT security-related information has seriously undermined the founding rationale of FS-ISAC. Our analysis shows that many information sharing alliances’ membership policies are plagued with the incentive misalignment issue and may result in a “free-riding” or “no information sharing” equilibrium.
