The Department of Defense (DoD) has a need for long-term development efforts in conjunction with short-term development efforts. Ideally, Quick Reaction Capabilities (QRC) would be able to make use of the same processes that are used for Acquisition Programs (AP) with a few modifications to accommodate the accelerated schedule. Unfortunately, APs have a more fundamental problem with both the development process and the development framework.
