This workshop addresses the application of evidence based policy in public administration. It specifically focuses on the issue of new technologies in the form of product and process innovations rolled out in Australia since major international events (e.g. Sept 11, Boxing Day Tsunami, Avian Flu outbreak). These product and process innovations introduced for the ‘common good’ are usually mandated by government agencies, designed and implemented by private business, and obligatorily adopted by citizens in the name of national security. The term 'mobile instructional laboratory' refers to using mobile computing devices such as notebooks for transforming a classroom into a lab setting with the goal of enhancing the practical experience, interaction and understanding. A major goal in all the computing disciplines is to provide students with hands on activities that will enhance their learning of concepts and their professional experience. As such, CS and IT programs require investments in dedicated laboratories that will support applied activities for most of the courses. Electricity spot prices exhibit strong time series properties, including substantial periodicity, both inter-day and intraday serial correlation, heavy tails and skewness. In this paper we capture these characteristics using a first order vector autoregressive model with exogenous effects and a skew t distributed disturbance. The vector is longitudinal, in that it comprises observations on the spot price at intervals during a day. A band two inverse scale matrix is employed for the disturbance, as well as a sparse autoregressive coefficient matrix. This corresponds to a parsimonious dependency structure that directly relates an observation to the two immediately prior, and the …
