In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.
To further examine this matter, we interviewed 11 round table participants and asked questions about …

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

The Spokane River in Idaho originates in Coeur d’Alene Lake (Figure 1 and Figure 2). The section of the Spokane River from Coeur d’Alene Lake to the Washington state line is the subject of a water quality study for the US Environmental Protection Agency. The objective of this study is to create a water quality and hydrodynamic model of the Spokane River in Idaho using CE-QUAL-W2 Version 3.1 (Cole and Wells, 2002).

There are both internal and external pressures on the U.S. Department of Energy to reduce the estimated costs of isolating radioactive waste, $19 billion for transuranic waste at Waste Isolation Pilot Plant (WIPP) and $57 billion for high level waste at Yucca Mountain. The question arises whether economic analyses would add to the decision-making process to reduce costs yet maintain the same level of radiological protection. This paper examines the advantages and disadvantages of using cost-benefit analysis (CBA), a tool used to measure economic efficiency as an input for these decisions. TASK 26: Upgrade of Earthquake Simulation Facilities in the Large-Scale Structures Laboratory at University of Nevada Reno
The objective of this Task was to purchase, install and commission the equipment necessary to upgrade two existing shake tables in the Structures Laboratory at UNR, from uniaxial to biaxial motion.
It was recognized that a parallel effort, funded by NSF and HUD, to add a third biaxial table with identical properties to the upgraded existing tables, would be undertaken at the same time.

Legislation
Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

Anisotropy And Its Relation To Liquefaction Resistance Of Granular Material, Isao Ishibashi, Omer F. Capar

This research establishes quantitative relationships between soil's anisotropy and liquefaction resistance for granular materials. Uniform medium density (Dr = 50%) sand specimens were prepared using three different sample preparation techniques (air pluviated (AP), moist tamped (NIT), and moist vibrated (MV)) to create different initial soil fabrics. Undrained cyclic triaxial tests were then performed to determine the liquefaction resistance of each soil specimen. On the same specimens in the triaxial cell, vertical and horizontal compression wave velocities and vertical shear wave velocity (Vs) were measured using piezoelectric bender elements. Students learn more if they are actively involved in the learning process, particularly in a cooperative manner. Several UMR faculty have operated course-based learning centers (LCs) as part of the campus-wide Learning Enhancement Across Disciplines (LEAD) Program of student learning assistance and enhancement. LCs are designed to assist large numbers of students in a cost- and time-efficient manner that promotes student engagement without requiring undue amounts of faculty time. The Upper Spokane River system under consideration is located in the Northeastern part of Washington State and runs from the Stateline with Idaho, River mile (RM) 96.0, downstream to Long Lake dam at RM 32.5. Figure 1 shows the river system and an outline the boundaries of the City of Spokane.
