The Department of Fisheries (“Department”) is committed to the development of a sustainable abalone aquaculture industry in Western Australia. As part of its commitment, the Department has developed this new Abalone Aquaculture Policy (“Policy”) to outline new arrangements for the management of the abalone aquaculture industry in the State.

The first policy on abalone aquaculture was released 10 years ago and in November 2009, the Department convened a stakeholder meeting with the abalone industry (the wild capture and aquaculture sectors) to discuss policy changes that would support the abalone aquaculture industry in Western Australia. This paper outlines proposals designed to be used in an updated and improved Harvest Strategy and Decision Rules Framework (referred to as the ‘Decision Rules’) that has been developed to meet the short and long term sustainability and economic needs of the West Coast Rock Lobster Managed Fishery. This approach represents international ‘best practice’ for fisheries management and is consistent with the Commonwealth Government’s Fisheries Harvest Strategy Policy1 .

The CAP’s primary responsibility was to develop criteria for access and allocation within the context of the management framework developed by the MPP. It is therefore important that this management paper is read in conjunction with the papers prepared by the MPP that outline the recommended management arrangements for the Gascoyne (Fisheries Management Paper No. 205) and the West Coast (Fisheries Management Paper No. 206) regions.

The regional review for the Pilbara/Kimberley Region is now complete and I would like to thank all members of the review working group for their efforts in what has been a challenging task. I would also like to thank those members of the community who attended public meetings and made submissions on the draft discussion paper. The objective of this paper is to propose a process that will allow the decision makers to objectively assess the appropriateness, benefits and costs of any stock enhancement proposal under Ecologically Sustainable Development (ESD) principles. To this end, this paper sets out a conceptual framework for assessment of stock enhancement projects, putting stock enhancement within the wider framework of fisheries and ecosystem management strategies, and their assessment, in Western Australia.

The purpose of this ESD policy is to outline a way forward by showing in a practical manner: • how the ESD principles will be interpreted and applied within the fisheries context generally and within the Department of Fisheries specifically, • the conceptual framework that will be used to assess performance against ESD principles, • the methods for reporting on and auditing this performance, and • how these principles and the framework relate to other relevant state, national and international treaties and instruments.
