Government officials, health professionals, and other decision makers are tasked with characterizing vulnerability and understanding how populations experience risks associated with exposure to climate-related hazards. Spatial analyses of vulnerable locations have given rise to climate change vulnerability mapping. While not a new concept, the spatial analyses of specific health outcomes remain limited. This review explores different methodologies and data that are used to assess vulnerability and map population health impacts to climate hazards. Heat waves represent a public health challenge that requires multiple responses and warnings to protect vulnerable populations. Although studies have reported an increasing trend of heat wave occurrence in many areas of the world, no clear trend exists in East Tennessee. Using data from Parameter-elevated Relationships on Independent Slope Models (PRISM), CDC WONDER and the United States Census Bureau, the relationship between mortality rates and year was estimated during heat wave events between 1999 and 2010. This paper examines the relation between climate change, migration, and public health to better understand how the United States health system is positioned to deal with likely challenges to human health posed by environmental changes. The author reviews probable impacts of climate change on population displacement and disease before considering how the current structure of the health system of the United States will render it unable to adapt to these changes and challenges. Changes to the Earth’s biophysical system will extend and exacerbate the rates of vector-borne infectious disease, non-communicable diseases such as cardiovascular disease and lung disease, and mental health disorders. Developing nations face the greatest burden of climate sensitive human health impacts while also having the lowest capacity to adapt to these changes. Addressing these global ethical challenges cannot be accomplished without supporting organizations like UNEP or the IPCC. However, these organizations cannot achieve global sustainability alone. Human beings collectively taking responsibility for climate change will be vital to this process.

Climate change is impacting human health. An obvious effect of a warmer environment is more frequent and severe heat waves. During the European heat wave of 2003, there were an estimated 35,000 more deaths than normal in the first two weeks of August. Many of the deaths resulted from cardiovascular complications among the elderly. As heat waves become more commonplace in the future, so will the number of heat strokes and the onset of other cardiovascular problems. The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Plaintiffs have made several notable attempts to bring nuisance, trespass, and negligence suits against major sources of greenhouse gas emissions for climate change related injuries. While climate change is a widely recognized environmental issue, courts have refused to recognize it as a basis for a valid cause of action in tort, finding either petitioners lack standing to bring the claim, or that the claim raises political questions that should not be addressed by the judiciary. Oriental rugs contaminated with Category 3 floodwater potentially harbor environmental bacteria known to be human pathogens. River water inoculated with three species of gram positive and gram negative environmental bacteria (Escherichia coli, Enterococcus faecalis, Pseudomonas aeruginosa) were used to assess the effectiveness of disinfectant type, cleaning methodology and drying practices by examining the survival rates of bacteria. Rug sections were immersed for one hour in contaminated water, saturated in one of three EPA registered disinfectant products (Phenol, Quaternary chloride, and Thyme oil) or tap water as a control, followed by cleaning and drying. The world is guaranteed a certain level of climate change due to the emissions already released into the atmosphere. Therefore, adaptation to climate change is necessary. Increases in diarrheal disease and malnutrition due to climate change are analyzed for Bangladesh. Relative risks determined by the World Health Organization, estimates obtained from agricultural models, and migration estimates are utilized to determine the costs associated with each of these diseases, as well as reductions in rice production and increases in urban migration.
