INOPAL II was the successor to INOPAL I (1984–1989). The Bangladesh family planning (FP) program has achieved success in reducing fertility during the past decades, but male involvement is lagging behind. A two-day seminar on "Male Involvement in Family Planning: A Challenge for the National Programme" was held in Dhaka June 25–26, 1996. The objectives were to review research findings on methods currently used, determine male involvement policy and strategy, and formulate an action plan including IEC, counseling, and programmatic interventions. In the past eight years, many operations research (OR) programs were implemented in Indonesia to increase the availability, accessibility, and acceptability of services desired by family planning (FP) users. OR has also been employed to improve quality and sustainability by studying the performance, efficiency, and effectiveness of services delivered by providers. Nonetheless, relatively little is known about the true effects of OR studies in identifying and solving program problems in order to support the planning and coordinating of a particular program. Following the International Population and Development Conference in Cairo, there has been widespread consensus in the international community that family planning (FP) programs must be people-centered and focus not just on contraception, but on the reproductive health (RH) of men and women throughout their lives. This policy brief reviews the research and policy implications of promoting the Lactational Amenorrhea Method (LAM) as a component of FP counseling in India. In February 1996, IPPF/WHR and the Population Council’s Ebert Program on Critical Issues in Reproductive Health jointly hosted a meeting on the challenge of incorporating sexuality into family planning. This report was compiled after organizers concluded that the ideas and strategies presented during the meeting merited wider recognition and debate within the family planning field. The meeting examined five myths that have prevented family planning and reproductive health services from dealing directly with issues of sexuality and gender. This report presents the results of interviews conducted with 60 trained DMPA service providers from seven of the ten local government units (LGUs) covered by Phase I of the Philippine Department of Health's DMPA Reintroduction Program. DMPA, or Depot-medroxyprogesterone acetate, is an injectable contraceptive commonly known as Depo-Provera. The interviews were undertaken as part of the DMPA Monitoring and Follow-up Studies sponsored by the Population Council under the Asia and Near East Operations Research and Technical Assistance (ANE OR/TA) Project. Cost analysis is an analytical tool that provides program managers and planners with information about existing and potential programs. This issue of Quality/Calidad/Qualité tells the story of a group of Brazilian women who came together in 1981 with the shared belief—not as widely understood then as it is now—that conventional approaches to women's health and family planning services were overly medicalized, incapable of dealing with the relationship between sexuality and contraception, and disempowering to clients. This study involved secondary analysis of a substantial set of 1987–88 focus group data from Bangladesh’s Matlab Thana, where the Family Planning and Health Services Project was underway since 1977. The project was highly successful in increasing family planning (FP) acceptance and provided a rich research base for studying the diffusion of FP and its effects. The study involved 36 focus groups with fieldworkers, community women, husbands, educated women, and community leaders. The Government of India and the United States Agency for International Development began the Innovations in Family Planning Services Projects (IFPS) in Uttar Pradesh under the management of the State Innovations in Family Planning Services Agency (SIFPSA). IFPS’s objectives are to increase access to family planning (FP) services, improve the quality of health care services, and promote contraceptive use. While achieving these goals, the IFPS project will support service innovations in the public and nongovernmental sectors, and contraceptive social marketing mechanisms. Previous studies on Norplant® implants in Indonesia have shown that there are a substantial number of implant acceptors, providers, fieldworkers, and volunteers who are unaware of the basic facts about Norplant. In addition, information, education, and communication materials are lacking for providers, fieldworkers, volunteers, and clients. This report presents the results of a survey of 899 DMPA acceptors who availed of injectable contraceptive services from public health facilities under the Philippine Department of Health's (DOH) DMPA Reintroduction Program. The survey is part of the DMPA Monitoring and Follow-up Studies sponsored by the Population Council’s Manila office in response to a request by the DOH to provide operations research support to the program. Depot-medroxyprogesterone acetate (DMPA), commonly known as Depo-Provera, is a three-month injectable contraceptive. At the request of the Indonesian National Family Planning Coordinating Board, the Population Council’s consultant team reviewed issues related to Norplant® implant service delivery in Indonesia and recommended specific areas for new initiatives, improvements, and further research. The team reviewed secondary sources on the subject and visited Indonesia from April 17–28, 1995. They talked with family planning (FP) officials and observers and made field visits to West Java and Yogyakarta.
