They still need considerable support and opportunities to improve their social and economic status and health status. This report, using a number of data sources, including Population Council studies and programs, and the Demographic and Health Survey of Burkina Faso, aims to provide a general overview of these young girls’ adolescence—the realities of life and the policy and program initiatives designed for them. This report is the result of a collaborative project undertaken by Prerana, a Delhi-based NGO, and the Population Council to implement a life-skills education program for unmarried adolescent girls in rural Uttar Pradesh and to evaluate its effectiveness. The intervention program aimed to empower unmarried adolescent girls aged 13–17 years and address their vulnerabilities by: building their agency, fostering egalitarian gender role attitudes, building awareness about sexual and reproductive health matters, developing vocational skills and future work aspirations, and influencing perceptions about marriage and the ability to negotiate marriage-related decisions (delaying marriage and first pregnancy).

L’étude sur le mariage précoce s’est déroulée dans cinq régions du Burkina Faso. Elle avait pour objectif général d’étudier les connaissances, les attitudes, les pratiques et les perceptions du mariage précoce ainsi que le vécu des adolescentes mariées ou non en vue d’orienter les actions du projet. L’analyse des résultats de l’étude montre que la situation des adolescentes n’est pas reluisante. L’ampleur du mariage précoce dans la zone d’étude montre bien que le problème est toujours d’actualité. Au regard des résultats qui découlent de l’étude, les recommandations suivantes peuvent être formulées afin de contribuer à améliorer la situation des adolescentes: …

The Population Council, in partnership with Child In Need Institute in Kolkata, Deepak Charitable Trust in Vadodara, and International Institute for Population Sciences, Mumbai, initiated the First-time Parents Project in India to develop and test an integrated package of health and social interventions to improve married young women’s reproductive and sexual health knowledge and practices, enhance their ability to act in their own interest, and expand their social support networks. There are 66 million adolescent females aged 13–19 in India. Their lives are characterized by limited education, lack of economic and social opportunities, early marriage and childbearing, and limited influence on decisions affecting their lives. Although programs in India have aimed to empower adolescent girls, they have largely focused on enhancing life skills and awareness. Programs to address women’s social and economic disadvantages have focused exclusively on adult women. Adolescent girls in the poorest villages of Upper Egypt, who were kept from school by poverty and other obstacles, face a bleak future that will replicate the poverty and disadvantage of their own families. This stark picture of vulnerability encouraged four long-standing nongovernmental organizations working in Egypt—Caritas, CEDPA (Centre for Development and Population Activities), the Population Council, and Save the Children—to create a multidimensional program for 13–15-year-old out-of-school girls. As closer attention is paid to the lives of adolescents in sub-Saharan Africa, girls are found to be clearly disadvantaged, compared with their male counterparts. Burkinabé girls are frequently married at a young age, and more than one-third of married girls find themselves in polygamous unions as second or third wives, married to much older men. Understanding and recognizing girls’ realities is an important first step in planning appropriate and meaningful interventions for them. The Self Employed Women’s Association (SEWA), a key Indian micro-finance nongovernmental organization, in partnership with the Population Council, undertook a pilot livelihoods skill-building program to support adolescent girls aged 13–19 years (mostly unmarried, in school and out of school). Like other such programs, this livelihoods program focused on exposing girls to new ideas, building social networks, exposing them to the world around them, and providing the technical skills needed to enhance their access to income generating opportunities. Nairobi, Kenya is home to one of the largest slum populations in sub-Saharan Africa. Adolescents living in these slums, especially girls, are cut off from the potentially protective environments of school and family and lack safe economic opportunities. Unemployment is a major concern for adolescent girls, and desperate circumstances force them to survive however they can: 21 percent of sexually active girls aged 15–19 report exchanging sex for money or gifts. This heightened vulnerability is reflected in rates of HIV infection. In the absence of intervention, poor, rural, unschooled girls in conservative and low-income communities throughout West Asia and North Africa, and indeed elsewhere, are destined to a life of poverty, illiteracy, early marriage, high fertility, and poor health. This paper tests Caldwell’s mass schooling hypothesis in the context of rural Pakistan. His hypothesis was that the onset of the fertility transition is closely linked to the achievement of “mass formal schooling” of boys and girls. Punjab and Northwest Frontier Province (NWFP) were selected for this study because they appear to be on the leading edge of the demographic transition-a transition that has only recently begun-as suggested by rapid recent increases in contraceptive practice.
