Modern cyber operations require operators to maintain supervisory control of remote computer agents. A current operational concern is the number of agents an operator can control at once. This issue resonates with similar “span-of-control” research conducted in UAV operations (e.g., Cummings & Mitchel, 2008). One way to identify operator span is via “fan-out,” a numeric calculation that provides a span-of-control estimate based on system and environmental variables. However, fan-out is a mechanical representation that only accounts for task-characteristics and environmental variables, thus providing an upper bound of human performance that does account for cognition, workload, or work interruptions. The two objectives of this study were to 1) evaluate how specific operator characteristics (prior experience in manned and unmanned flight, teamwork, and gaming) influence mission success in unmanned aircraft systems (UAS) operations; and 2) evaluate the potential utility of a performance assessment tool. Mission success was assessed using a modified version of the Situation Awareness Linked Indicators Adapted to Novel Tasks (SALIANT) methodology. Eighteen participants completed a UAS scenario (port security) as part of 9 two-person crews (pilot and sensor operator). Results showed that the SALIANT measure was able to discriminate differences in performance among the UAS crews. Results …

The US Federal Aviation Administration (FAA) established the Air Traffic Safety Oversight Service (AOV) in 2005. Its mission is to provide independent oversight of the US air traffic service provider, Air Traffic Organization (ATO). AOV monitors ATO compliance with safety standards and safety management systems (SMS) including the ATO’s policies, procedures, and practices. AOV based its surveillance activities on systematic auditing methods to monitor ATO compliance with required safety controls. However, audits could only be used to monitor required safety controls having objective (strong) evidence of performance available. Situation awareness (SA) has been linked to performance in a variety of disciplines to date, but originated in the aviation arena. Situation awareness derives from attention and working memory being used toward acquiring and interpreting information from the environment (Endsley, 1995). The most revered objective method of measuring situation awareness is the Situation Awareness Global Assessment Technique (SAGAT). Flight deck displays that automatically adapt themselves to changing operational conditions are referred to as mission adaptive displays, or smart cockpits. Most smart-enabling technology is already available in modern aircraft. To be operationally effective, however, mission adaptive displays should: • Present mission critical information when it is most urgently needed. • Be capable of responding to all mission critical events—single and multiple occurrences. • Depict a rising risk profile based upon risk defining criteria. • Utilize abstract clusters to reduce workload in high stress situations. • Contain, whenever appropriate, performance aids so that precise maneuver execution is assured.

Department of Defense (DoD) members sought to improve the inter-rater reliability of the DoD Human Factors Analysis and Classification System, (DoDHFACS). DoDHFACS differs from the original system developed by Wiegmann and Shappell (2003), based on the work of Reason (1990), by further analyzing mishaps and hazards to a more granular level – arriving at specific “nanocodes.” The steps involved in the effort included determining which of the 147 “nanocodes” were rarely/never used and collapsing nanocodes and rewriting definitions to arrive at 109 nanocodes. Flight tests conducted by the Army and Navy have demonstrated the utility of the Tactile Situation Awareness System (TSAS) as an adjunct to visual instruments to improve pilot performance in degraded visual environments or under conditions of high workload. The tactile stimulators (tactors) used in each of the flight tests have been incorporated into aircraft components (seat cushions and shoulder straps) and a torso garment (belt or vest). Current tactors must operate at full magnitude and a very restricted frequency range (240 to 250 Hz) in order to provide consistent and perceptible stimuli in the aviation environment. Spatial Disorientation (SD) is an important cause of deadly aircraft mishaps, despite improvements in night vision, head-up-displays, cockpit automation, etc. This paper explores several technological countermeasures for SD. This report begins by discussing the magnitude of the SD problem and the reasons why technological countermeasures are needed. The authors discuss the three main approaches that are typically used (improved selection, training, or technology) to decrease the incidence of SD, and argue that improved selection and training, although beneficial, are not sufficient by themselves to prevent SD. Air traffic management personnel manage traffic flows into, out of, and through the area for which air traffic controllers in their facilities are responsible. We report on a cross-domain, artifact-based, work analysis of air traffic management that employed a hierarchical modeling methodology centered on the artifacts used in the operational setting and the information and decision-making support they provided. Many tools support traffic managers in planning for, managing, and monitoring traffic flows, but information and decision support functions are rarely integrated across tools. This study describes effects of a series of simulations of an airline flight operations center and related functions such as pilots and airport ramp control. It is continuation of a multi-year project designed to develop an effective training program for entry level aviation professionals and to develop insights into teamwork processes. Results indicate that the interdependent multi-specialization simulations enhanced teamwork and performance.

Effective intelligence, surveillance, and reconnaissance (ISR) relies heavily on both technological and human analytical capabilities. Intelligence analysts must be able to detect, interpret, process, and perform other critical tasks to turn data into meaningful information for decision-makers. The ability to aggregate massive data sets into operationally relevant information is challenging due to issues such as information overload, team coordination, time constraints, tunnel vision, and limited or vague guidance. This report describes research and development efforts to enhance training for geospatial intelligence analysts. Initial results from cognitive task analyses with these analysts along with associated technology development are discussed.

A preliminary examination of the effectiveness of a simulator-based training program for pilots was conducted. Thirteen students of varying backgrounds, with limited flight experience enrolled in an intensive, simulator-based flight training program. Six students completed their FAA Private Pilot certificates in an average of five weeks, while five completed within four weeks. They completed instrument ratings within three or four weeks. These qualifications were completed with fewer flight hours than the US average. One student stopped training, but four remaining students have completed their FAA commercial, multi-engine and instructor qualifications in a timely and cost-effective manner. The Next Generation Air Transportation System (NextGen) is an ambitious collaborative effort between government agencies and industry to increase the capabilities of the current air traffic system. Under NextGen, tools are being developed to support air traffic controllers in many aspects of their jobs. However, budgetary constraints, unanticipated technological hurdles and other challenges to implementation make it unlikely that every NextGen tool in development will find its way into future air traffic control facilities. Four-dimensional trajectory-based operations (4D TBO) requiring aircraft to meet specified timing constraints at designated waypoints along their route are a key strategy for increasing airspace throughput and efficiency. The Required Time of Arrival (RTA) function of the aircraft Flight Management System (FMS) and the ground-based Traffic Management Advisor (TMA) were tested for supporting such operations. Two different methods for implementing appropriate time intervals between sequential RTA aircraft were explored in this paper: a fixed 90-second interval versus discrete intervals varied to match the prevailing conditions. This study examined the relationship between mental models of interdependence and communication in a simulated aviation flight operations center. Social network analysis indicated that mental models of both interdependence and communication importance develop with team interaction and that, following team interaction, the two types of models were closely related.

Safety researchers have documented maintenance errors happen when outgoing crews inadequately communicate to incoming crews at task/shift handover. Poor task handovers are especially likely for low-frequency problems, when complacency is present, or with new technicians. Highly experienced maintenance personnel may have prevented the poor handover. Backup safety procedures catch most errors, but correcting the remaining increases risks to safety, such as those not caught until after the plane is rolled out of the hanger. In a recent full flight simulator experiment, 57 commercial airline pilots (long-haul captains and short-haul first officers) had to accomplish a realistic scenario ending in a manual flown “raw data approach” (localizer and glideslope capturing with absence of autopilot and flight director aid). The manual flight performance was evaluated by an instructor. Various flight path parameters and pilot control input data were collected from the simulator for an objective evaluation and comparison with the instructor assessment. Advanced technologies and automation are important facilitators of single pilot operations, but they also contribute to the workload management challenges faced by the pilot. We examined task completion, workload management, and automation use in an entry-level jet (ELJ) flown by single pilots. Thirteen certificated Cessna Citation Mustang (CE-510S) pilots flew an instrument flight rules (IFR) experimental flight in a Cessna Citation Mustang simulator. Air traffic controller (ATCo) expertise is crucial in safely and effectively managing operational disturbances and unpredictable events. The high level of ATCo expertise needed in these situations originates from the cognitive complexity in the ATC task. Simulation-based Aviation Training Exercises (ATX) are critical for preparing U.S. Army Combat Aviation Brigades for deployment. However, while offering the opportunity to practice mission segments at the unit level, the effectiveness of this training remains unclear due to a need for objective assessments focused on observable team behavior. Unit Commanders and trainers need tools for measuring collective task performance in order to understand performance gains, facilitate feedback, and guide the learning of aviation tactical teams. The present research investigated the impact of a motion cueing seat on a simple attitude recovery task. Participants (n=10) used a joystick to level an attitude indicator that was tilted at either a magnitude of 20 or 40 degrees from level (left or right). A dynamic motion seat was used to provide either congruent or incongruent motion cues. Relative to a no-motion baseline, incongruent motion caused performance decrements as indexed by an increase in the number of control reversals, a decrease in time level, and more over corrections. Congruent motion cueing did not affect performance on the attitude recovery task.

Previous research by Rice and Keller (2009) has supported that time pressure can positively affect operator compliance with an automated device if the automation is highly reliable despite the impact of speed-accuracy trade-off. When given sufficient time, operators aided by highly reliable automation tended to ignore the aid’s recommendation and produced human-automation performance levels less than that of the automation itself. When the operators were put under time pressure, they tended to comply with the automation with a performance that equaled or exceeded that of the automation itself.
