In the past few years there has been a large growth in the number of facilities and services provided to the mentally retarded in the community, as contrasted to the institutional setting.

This thesis reviews some of the factors involved in the transition to community care for the mentally retarded as a background for an examination of the characteristics and perceptions of the persons who provide community care.

The Alcohol Safety Action Program (ASAP), in accordance with its goals and directives, determined, in 1980, the need for an evaluation of its services. In response to that need, the present study was conducted between April and October, 1980.

The initial step in this evaluation is a review of the relevant literature. The review includes literature in the areas of: treatment evaluation methodology, follow-up studies of alcohol treatment, and management of drunken drivers. In addition, the history and current organization of the Portland ASAP are discussed.

The theoretical underpinnings of Washington County Children's Services Division (CSD) Immediate Conflict-Resolution Family Treatment Program include the systems theory of family therapy with a focus on communication and roles. One of the many approaches to helping families in crisis, it incorporates theories regarding assessment of and intervention in families in crisis. Finally, while it draws upon several different approaches to family therapy, the Washington County program is most closely related to Multiple Impact Therapy (MIT). In recent years attention has been given to the problems of the chronically mentally ill in regard to the effects of deinstitutionalization and a need for community supports. In this study, 77 service providers to the chronically mentally ill of Multnomah County (Portland), Oregon were interviewed to assess the components of the existing community support system for this population, as well as to identify the strengths and weaknesses of the system. Ten chronically mentally ill clients were interviewed in a similar manner.

The purpose of this survey was to obtain information from hospital emergency room staff on each mental health admission during the period of December 15, 1977 to January 15, 1978. Mental health admissions were broadly defined to include those people who were experiencing an observable mental health difficulty, but who may have initially presented primary medical problems. This project began with the notion that an in-depth examination of perceived changes in the parent-child relationship as reported by the noncustodial father would be both beneficial to mental health professionals as well as to paraprofessional groups and organizations working with divorced fathers. The authors were aware of much related research pertaining to the children of divorced parents and also the plight of divorced mothers, but felt there to be a lack of data concerning the noncustodial father and thus identified this area as an important mental health concern.

This was a three part study designed to evaluate the effectiveness of the Basic Seminar, a five-day personal growth training designed and presented by Lifespring, Inc. The instrument used in this study was the Personal Orientation Inventory (POI) published in 1963 by Everett L. Shostrom and copyrighted by Edits Publishing Co., San Diego, CA. This inventory consists of 150 two-choice comparative value and behavior judgments. Two basic scales measure personal orientation, inner directed support and time competence. The purpose of this study was to assess the adjustment of 157 children discharged from Edgefield Lodge in an effort toward accountability to both clients served and the public.

Level of adjustment of the children was determined by checking the records of various community agencies including the Police, Sherriff, Youth Service Centers, Juvenile Court, Children’s Services Division, and the schools. Using the information gathered, the adjustment of each child was scored using the Community Adaptation Scale which was developed for that purpose. Theses adjustment scores were the main outcome variable in the study.

Janis is a residential drug treatment program for drug abusers between the ages of twelve and eighteen deigned to rehabilitate the participants. Five homes, each staffed by two trained residential coordinators and one student accommodate a total of thirty patients at a time. The treatment program consists of daily house meetings led by the residential coordinators, one group therapy session per week led by a psychiatric social worker, and individual therapy sessions with a psychiatrist as needed, as well as regular consultation with a psychologist and psychiatrist. Concerned that depression might be a common malady among youth who are placed in treatment centers for delinquents, we undertook an exploratory study to determine the validity of this premise. The authors of this study have all worked with youth who, for various reasons, have been placed in residential treatment centers. The authors have observed that symptoms of depression seem to be more prevalent in these youth than in non-institutionalized adolescents, and that these symptoms are often perceived as individual pathology rather than emotional responses common to institutionalized youth. The pattern of frequent discharges and readmissions which characterizes most psychiatric hospitalization in this country today was described, and it was argued that the costs of this "revolving door" outweigh such benefits as might be derived from it. An alternative stepwise progression model of aftercare was proposed. This model identified community tenure as the most appropriate goal for initial aftercare efforts.

This study evaluates the role of the Neighborhood Health Coordinators (NHC's) within Kaiser Foundation's Comprehensive Neighborhood Health Services (CNHS) Project. This project was established in September 1967, under the provisions of the 1966 amendments to the Economic Opportunity Act, to provide and make readily available comprehensive medical care to low-income persons. In compliance with the stipulations of this Act, persons who reside in target areas, designated as depressed neighborhoods, were hired to serve as NHC's.
