Foreword:

Open educational resources (OER) are rapidly becoming a major phenomenon in education across OECD countries and beyond. Initiated largely at the level of institutions by pioneers and technology advocates, the OER community has grown considerably over the past ten years and the impact of OER on educational systems has become an issue of public policy. The open education community is increasingly well organised and enjoys support from various institutions and foundations. National governments have developed, or are in the process of developing, open policies to support access to and use of OER.

This study conducted in Shirati village in the Rorya District of the Mara Region of Tanzania analyzed perspectives on the effectiveness of Maji Safi Group’s Disease Prevention Center at Shirati KMT District Designated Hospital. It took place from April 9th- 24th 2015. The sample frame was those affiliated with or using the Disease Prevention Centers resources. The sample populations were medical professional employed at Shirati Hospital (n = 15), Community Health Workers (n = 11) (CHWs) working for Maji Safi Group, and visitors (n = 113) to the Disease Prevention Center. Over the last few decades, there has been a shift in the classroom from a teacher-centered learning environment, with its emphasis on content delivery, to a student-centered environment focused on inquiry learning (http://www.nsta.org/docs/ PositionStatement_Scienti cInquiry.pdf). With the Next Generation Science Standards (NGSS, 2012) being adopted by many states, students are no longer passive listeners, but actively participate in and initiate class discussions (Weimar, 2013).
