The descriptive research reported in this publication was part of a larger study carried out in South Dakota State University's Economics Department from 1978 through 1982 on rural industrial development in South Dakota. Factors influencing rural industrial development at the local level were reported in Goeken and Goeken and Dobbs. A Master of Science Research Paper in Sociology by Au Yeung drew and reported on some of the data contained in the present publication. The Sociology Research Paper also contained an examination of the effects of industrial development on local population changes in South Dakota.

Research was conducted by the Economics Department at SDSU in conjunction with the Water Resources Institute and the North Central Regional Center for Rural Development to determine perceptions of the extent of the impacts of rural water systems in selected regions of the state. Aspects of the re search were embodied in two studies. This report is a result of the fuel alcohol research team's broadened focus during 1983. A comprehensive literature review was carried out to explore alternative starch and sugar crop alternatives for ethanol fuel production. Although the literature search was quite inclusive with respect to geographic regions, special emphasis was given to the agronomic and economic potential of various fuel alcohol crops in the Northern Plains region of the U.S., of which South Dakota is a part, and in LDCs of Asia, Africa, and Latin America.
