The relationship between pollution and per capita income generally appears as an inverted U-shaped curve. This inverted U-shaped curve is known as the environmental Kuznets curve (EKC). The shape of the curve, however, is very sensitive to the data, location and pollutant considered in the analysis. Since the early 1990s, there has been an exponential growth in the number of empirical studies in this field, but many refute the inverted U-shaped nature of the curve for pollutants across different time periods and geographical regions. The Louisiana dairy production region (LDPR) is located in southeast Louisiana and includes five parishes (Tangipahoa, Washington, Livingston, St. Helena, and St. Tammany). It is home to approximately 90% of the state’s dairy industry and is a major contributor to nonpoint source pollution (NPS) in the area’s watershed through nitrogen, phosphorus, and sediment effluents. While point source (PS) effluents are easily identified and subject to federal and state regulations, NPS mitigation efforts must address uncertainties such as location of the NPS as well as stochastic parameters such as rainfall and its effect on nutrient and sediment flow. The EPA has identified agriculture to be a major contributor of nonpoint source water pollution. The production of rice poses two major water quality issues: the application of a large amount of water that is held on the field for long periods of time during the growing season and the disposal of that water at a later time in the production cycle. Louisiana has developed the voluntary adoption of Best Management Practices (BMPs). These practices have been promoted through educational programs such as the Master Farmer program.
