In June 1987 under the Offshore Constitution Settlement (OCS), the Australian and West Australian State Governments completed the first stage of rationalising jurisdiction over a number of fisheries operating off the West Australian coast. Arrangements under the OCS for West Australian fisheries fall into three catagories: 1. fisheries managed by the State under State law as far seaward as the arrangement specifies. 2. fisheries managed by the West Australian Fisheries Joint Management Authority under State laws in waters were the arrangement applies. 3. fisheries managed by the Commonwealth under Commonwealth law in waters where the arrangement applies. As part of a development strategy for inshore purse seine fishing along the Western Australian coast this plan proposes management measures for the purse seine fishing boats operating along the coast near the greater Perth Metropolitan area. Using as a basis the restricted entry Cockburn sound purse seine fishery, the plan proposes the introduction of a limited entry regime for inshore purse seine fishing between Lancelin to just south of Mandurah. Australia's exports of 313 million preserved sheep and lamb skins were valued at $A261.2 million FOB (free on board) in 1986-87. Just over 40 per cent (13.1 million) of these skins went to France for fellmongering, which is the process of removing wool from skins, leaving a bare pelt suitable for tanning. The balance went to other countries including Yugoslavia, Spain and West Germany, mainly for tanning with the wool on.

This paper outlines a proposal for management of trawl fisheries operating in waters less than 200m deep between the Moore River north of Perth and Cape Leeuwin. Off Fremantle, potential and actual user conflicts between trawling and the requirements of recreational fishing and other forms of commercial fishing point to the need to gradually phase out trawling in this area. A limited entry fishery, with no licence transferability, is therefore proposed.

The first cattle to be introduced to Western Australia's Kimberley region arrived at Ord River Station in 1884, after Nathaniel Buchanan had walked 4000 head of Shorthorn cattle overland from Queensland, on behalf of the owners, Osmond and Panton.
In the early years of the Kimberley pastoral industry the virgin pastures allowed stock numbers to increase rapidly. Little consideration was given to stock or rangeland management, or to whezther other types of cattle could be raised for improved production.

As in the previous 4 years of this trial the 1988 pasture measurements have confirmed the hypothesis that "increasing stocking rates" result in a reduction in pasture growth rates, and in turn a reduction in total annual pasture production.

Small plot trials were established at six medium and low rainfall sites in autumn 1988. All were hand sown 2Mx3Mplots sown at 50 kg/ha except for the Merredin site which was drill sown at 10 kg/ha.
