Draining Fountain Square With Alternate Delivery, Jason Koch, Mark St. John, Natalie Stephen

Indianapolis DPW has started construction on major drainage improvements in one of its oldest neighborhoods, Fountain Square. Building on lessons learned from similar projects in built-up, commercial areas, DPW decided to use an alternate delivery method to procure construction services. This session will provide a high level review of Indiana’s Public-Private Agreement statue (I.C. 5-23), how DPW applied it to the Fountain Square project, lessons learned, and how DPW plans to use this innovative delivery method for future projects.

The United States has been increasingly creating lenient drug policies. Seventeen states and Washington, the District of Columbia, legalized marijuana, and Oregon decriminalized certain drugs, including methamphetamine, heroin, and cocaine. The medical community has proven that drugs, including marijuana, have myriad adverse health side effects. Increasing conflict in the international system prompts policymakers and researchers alike to investigate unconventional methods of creating and maintaining peace. For decades, feminist theorists have argued that women exert a pacifying influence at all levels of society; by extension, their engagement in government would temper the aggressive tendencies of states. It stands to reason that the presence of female legislators in a state’s political system decreases its likelihood of conflict.

The recent cases of law enforcement using lethal force in the United States have gained massive public attention. My dataset is from the Mapping Police Violence website. The website’s focus was to create a heat map to display where police killings occurred most frequently. The website has a dataset with information on 7,664 deaths of suspects. The variables in the dataset include age, sex and race of the suspect; geographic location; alleged threat level; alleged weapon; cause of death; and criminal charges against the officer. Even before the U.S. Supreme Court issued its decision In Murphy v. NCAA (2018) permitting states to legalize sports wagering, the biggest brand-names in gaming worldwide were positioning themselves to capitalize on the fan base for America’s most recognizable sports leagues.

Sports wagering already is up and running in five states; analysts predict that more than half the states will legalize it within five years. Many will be among the 29 states that currently have casinos owned and operated by American Indian tribes in this $32.4 billion market segment.

In October 2014, Georgia Attorney General Sam Olens announced the appointment of a dedicated human trafficking prosecutor. The scale and horrific consequences of human trafficking have prompted international concern, with the United States ratifying the UN Trafficking Protocol (supplementing the Convention against Transnational Organized Crime) in 2005. At the same time, domestic sex trafficking often involved children who have never crossed state lines.
