Development Of The Brazilian Rainforest, Antony Dispanet

There has recently been great attention paid to the destruction of the Brazilian rainforest. The destruction has been fueled by improper economic and development practices, suggesting that it is a soluble environmental problem. In the thesis, which has an optimistic tone, I discuss what has been destroyed so far, what policies led to the destruction of the rainforests, the forces on different sides, what is being lost through continued deforestation, and what alternatives should be pursued to halt deforestation and eliminate some of the economic conflicts in Brazil.

This thesis is an analysis of current events regarding the future political status of Puerto Rico. It examines the various actors in Puerto Rico and in the United States congress, as well as international and United Nations positions. Ultimately, the paper assesses the possibility of determining the permanent political status of Puerto Rico and the indecision on the part of the United States Congress, concluding that a permanent decision is unlikely before the end of the 20th century.

On August 2, 1990, Iraq invaded Kuwait. As a statement of fact, Iraq's aggression and annexation of Kuwait was an infringement of the principle obligation of member states under the U.N. Charter. The purpose of this document is to clarify and focus U.S. foreign policy in regard to the case held against Iraq, describing the limitations under the U.N. Charter. It is the goal of this thesis to demonstrate that the resolution of the Gulf crisis was in violation to the U.N. Social Investment In Massachusetts Public Higher Education: A Comparative Analysis, Clyde W. Barrow
New England Journal of Public Policy
State expenditures on public higher education are increasingly viewed as a social investment that is necessary to sustain economic growth in a postindustrial economy. However, an analysis of comparative data indicates that state support for such education was below national averages during the 1980s and, when compared to its major competitor states, Massachusetts ranks poorly in support for these institutions. This article concludes that unless state support is increased over the next decade, Massachusetts will risk losing its competitive economic position, while educational administrators will be forced to choose between access or quality in public higher education.

The Massachusetts State Constitutional Convention of 1917 marked a turning point in the development of higher education in the state. An amendment adopted at the convention put an end to a long tradition of direct state appropriations to support the development of private colleges and to proposals for cooperative efforts between various state agencies and private institutions. After that time, only state institutions would receive state support. Despite the injection of new taxes in the amount of $1 .2 billion in fiscal 1991, and recently announced cuts in the budget of approximately $464 million, the Commonwealth's fiscal condition - irrespective of the outcome of CLT's petition -is precarious. Although the political juices are flowing in Massachusetts, with an eye on November 6th, Massachusetts decision-makers have not faced up to the problems inherent in the long-term, structural spending patterns of the state's budget.
