The Revolutionary Government of the Armed Forces of Peru under the leadership of General Juan Velasco Alvarado assumed the government of Peru on October 3, 1968. One reason given for the assumption of power was that Peruvian interests had been severely damaged in the Act of Talara of August 13, 1968. After nullifying the Act of Talara, the Government expropriated the International Petroleum Company (IPC) refinery in Talara. As revealed in 1974 by the publication of the Revolutionary Government's plan of strategy, "Plan Inca," the Peruvian military had a clear idea of what it believed the situation of the Peruvian …

Argentina--Mixed. Under present legislation (Hydrocarbons Law 17,319 of June 23, 1967) specified geographical areas are reserved to state enterprises and the remainder of the country is, in principle, open to private enterprise under a system of exploration permits and exploitation concessions. No permits or concessions have been granted to private enterprise for some time, however. There are pending legislative amendments which would reestablish the monopoly of Y.P.F. over all phases of the oil industry but permit private enterprise to operate under work or service contracts with Y.P.F.

By now most people are aware of the fact that the federal government, through the Federal Coal Mine Health and Safety Act of 1969, invited itself to become a party to the business of mining coal. A mining disaster near Farmington, West Virginia, in 1968, causing the death of seventy-eight miners, was the prime mover for the enactment of this legislation. The Act was labeled by one of its authors as "not only one of the most important pieces of legislation of this or any other Congress it is one of the most complex pieces of legislation ever enacted." Comment On The Coal Lease Forfeiture Decision: The Hypothetical Case Of United States V. Peabody Coal Co., William H. Rodgers, Jr.

This Comment will (1) summarize the antitrust litigation that put Peabody in jeopardy of losing its leases under section 27 of the Mineral Lands Leasing Act of 1920, and (2) criticize the decision of the Justice Department to forego a test case, thus drastically narrowing by administrative fiat the coal lease forfeiture provisions of the Mineral Lands Leasing Act.

Despite the many dramatic developments that have occurred over thepast half dozen years in relation to the production of natural resources insome areas of the third world, mineral production in most developingcountries is still carried out through contractual arrangements betweenforeign firms and host country governments. The nationalization of thecopper industry in Chile and the baudte industry in Guyana, the spectacularsuccesses of OPEC, and the completed or projected nationalizationsof petroleum operations in a number of countries have taken center stagesince 1969. Nevertheless, these developments are not typical of the vastmajority of mineral arrangements in developing countries.

State And Local Taxation Of The Bituminous Coal Industry, James H. Thompson

Few industries have presented more troublesome problems for legislators and tax administrators alike, over the years, than has bituminous coal. There are two principal reasons for this. One stems from the physical character of this resource. Lying hidden beneath the earth's surface, coal deposits not only represent an asset of uncertain worth, but also one the value of which will gradually decline as mining activity proceeds. Consequently, the task of making equitable assessments for property tax purposes would be a difficult one even for an experienced mining engineer, and sometimes may verge on the impossible for an untrained local assessor. …
