As a result of the growing popularity of arrest in domestic assault cases, many studies have focused on the relationship between police arrest policies and incidence rates of domestic violence. However, few actually assess direct input from police officers concerning their attitudes and perceptions of these policies, or how they feel about dealing with domestic violence. Since police officers are the first point at which domestic disputes are brought to the public's attention, the information provided by police officers concerning domestic violence can provide essential knowledge which could impact future policies and training on domestic violence. Murder, Capital Punishment, And Deterrence: A Review Of The Evidence And An Examination Of Police Killings., William C. Bailey, Ruth Peterson

This paper reviews and assesses the empirical literature on murder, capital punishment, and deterrence. There is a large body of evidence regarding these issues, with studies yielding a rather consistent pattern of nondeterrence. However, most investigations are limited because they rely upon the general homicide rate as the criterion variable, although both legally and theoretically, different types of murder may be differentially subject to deterrence. As an example of how deterrence investigations may benefit from examining different types of homicide, we conduct a monthly time-series analysis of the possible deterrent effect of the provision for capital punishment, levels of execution, …

[Excerpt] "In recent years, law enforcement officials have honed a new technique for fighting the "War on Drugs:" the suspicionless police sweep of stations and vehicles involved in interstate mass transportation. Single officers or groups of officers approach unfortunate individuals in busses, trains, stations and airline terminals. A targeted traveller is requested to show identification and tickets, explain the purpose of his or her travels, and finally, at times, to consent to a luggage search. Portland State University is one of three agencies, along with the Portland Police Bureau and the University of Oregon, working on a project funded by a grant from the National Institute of Justice, United States Department of Justice. Felony Murder And Capital Punishment: An Examination Of The Deterrence Question, Ruth Peterson, William C. Bailey

A proper test of the deterrent effect of the death penalty must consider capital homicides. However, the criterion variable in most investigations has been total homicides—most of which bear no legal or theoretical relationship to capital punishment. To address this fundamental data problem, this investigation used Federal Bureau of Investigation data for 1976–1987 to examine the relationship between capital punishment and felony murder, the most common type of capital homicide. We conducted time series analyses of monthly felony murder rates, the frequency of executions, and the amount and type of television coverage of executions over the period. The analyses revealed …

This article returns to a war waged virtually throughout this century--a war between the theories of punishment and rehabilitation in curtailing the drug epidemic. Today, the terms of the war are recast as supply-side policies based upon law enforcement; destroying crops in source countries; interdiction and increased sentencing; and demand reduction based upon prevention, education, and treatment. The war on drugs has reached a feverish pitch. The Interconnected Epidemics Of Drug Dependency And Aids, Lawrence O. Gostin

Drug dependence and human immunodeficiency virus (HIV) are America's two most pressing epidemics, interconnected by a cycle of urban poverty, physical dependence and a culture of sharing needles and syringes. Extant political strategies to curb these interconnected epidemics involve two traditional approaches. The first--law enforcement and interdiction--is designed to limit the supply of illicit drugs to the marketplace. This strategy is advanced by broad criminal sanctions against importing, selling, distributing, medically prescribing, or possessing illicit drugs or drug paraphernalia. The second strategy to combat the drug and HIV epidemics involves reducing the demand for illicit drugs. Education, counseling, and treatment …

Pre-Academy Placement In The Washington State Patrol: Factors Associated With Academy And Job Performance, Richard Franklin Hamack

All Master's Theses

Washington State Patrol Trooper Cadets serve in a number of positions, a number of locations across the state and for varying lengths of time before they are selected to attend the academy. The purpose of the present research was to determine whether these factors were related to subsequent academy performance and job performance.

To that end, 255 cadets hired between 1979 and 1985 were studied. The results indicated that only pre-academy assignment duration was significantly correlated with academy completion and academy performance. Implications for further research and departmental policy are discussed.

Police Killings And Capital Punishment: The Post-Furman Period, William C. Bailey, Ruth D. Peterson

In view of (1) escalating national attention and political and judicial activity centering on capital punishment during recent years and (2) concomitant changes in police killing rates, this paper investigates the impact of the death penalty on rates of lethal assaults against the police for the post-Furman period, 1973–1984. In keeping with recent investigations of deterrence and general homicides, multiple regression is used as a means of controlling for the influence of possible confounding variables in examining the capital punishment/police killings relationship. Consistent with previous investigations, the present analysis provides no indication that our national return to capital punishment …
