A History Of The Portland Waterfront Between Southwest Clay And Washington Streets, Its Land Use And Legal Problems, Jeffrey Gerald Carter

Between 1845 and 1980 the Portland waterfront between southwest Washington and Clay Streets, east of Front Street, metamorphosed from wilderness to trade center, to highway, to inner-city vacant lot. No place in Portland has more graphically illustrated the rapidly changing forces of the modern age in which the city has grown.

For much of its history this stretch of waterfront was mired in law suits. The struggles centered on public versus private ownership. This collection consists of seven nineteenth century documents, including: An 1830 account of goods sold. The two parties are P. Beirne & Co. (spelling uncertain) and Benjamin Lemasters, and it is unclear of who is selling goods to whom. Survey of Lemasters’ plot of 1135 acres in Greenbrier County, West Virginia. The same mylar enclosure includes another copy of a survey from 1788 for Henry Banks. Letter dated 1835 form the War Department’s Pension Office to Lemasters relating to his service in the Revolutionary War.

Theoretical literature on the politics of land use is so limited that original research into the problem was required. The drafting and enactment of Senate Bill 100 by the Fifty-seventh Session of the Oregon Legislature provided the basis for researching my premise of need equals want. The bill designated state land use planning organizational structure.

The Land Use Policy Committee minutes and Legislative minutes were merged with information attained through personal interviews from a variety of participants in the drafting of the Senate Bill 100. Throughout history, man has utilized rivers for water supply, transportation, power generation, and waste disposal. This strong relationship has encouraged the location of human settlements near rivers and streams despite the risk of periodic flooding. The modern technology of transportation and public services has reduced the necessity for riverside locations, but the development of flood plains in urban areas has continued, resulting in the periodic loss of human life and property when flooding has occurred. Within the United States, flooding has taken over 5000 lives in the last fifty years and causes an estimated $1.25 billion in property damages annually.' …
