This paper is a synthesis research article analyzing the legality of cyber operations within the international legal sphere. It works to define cyber operations and differentiate them from similar identifiers. The study looks to existing contributions to international law and explores how some existing some existing regulation is challenging to apply and it is difficult to implement new legislation. Highlighting the importance of legislation and regulations on cyber operations due to their increasing prevalence and danger.

Global Tides
Increasing amounts of marine plastic pollution entering into the ocean endangers the lives of sea animals, harms the health of human seafood consumers, degrades the marine ecosystem, and contributes to climate change. Despite these consequences, there remains no international legally binding treaty that is solely devoted towards mitigating marine plastic pollution. While there are current treaties in place that have created some regulations to control the entrance of marine plastics into the ocean, none have achieved significant reduction and prevention of the issue due to flaws such as weak enforcement mechanisms and lenient restrictions on ocean dumping. The trifecta of the Digital Global Compact (2024), the UN General Assembly Resolution on AI for Sustainable Development (2024) and the new Cyber Crime Convention (2025) come at a time of what seems to be an inexorable march of new technology. It is also at a time of transborder disruption caused by data breaches and cyber threats, that binding international norms can respond to global challenge. However, it must be emphasized that digital violence, developer bias, and data bias are not new phenomena, they have existed since the origins of the internet.
