Because of the increasing use of the mobile home as a form of housing, practitioners will be handling an ever-increasing number of cases dealing with the problems of the mobile home resident. The four major areas of investigation of mobile home law dealt with here are taxation, zoning, warranties, and fixtures. The purpose of the article is not to reveal any particular deficiencies in West Virginia's mobile home law, but rather to investigate and synthesize the law in a comprehensive review. Designed as a comparative undertaking by the National League of Cities (NLC) , this study is officially entitled "National Research Agenda Project No. 5: Substandard Housing and the Cost of Providing Housing-Related Services." A similar study was carried out by the urban observatories in Denver and Nashville. According to the study scope of services, the NLC was interested in the cost of "a wide variety of local government activities ... required to support and service urban housing," and how these costs "are affected by housing quality, housing location, age and type of structures. ..." This article highlights the Urban Design Council's goals of promoting the highest economically feasible standard of quality in residential housing and seeking to stimulate beneficial development in cities. The article describes the current zoning plan in effect in New York City, proposes new approaches to improve housing quality by exploring the elements of "quality" and zoning as a means of achieving such quality housing.

The Impact Of Housing Inspectional Services On Housing Maintenance In The City Of Boston: A Preliminary Evaluation, Boston Urban Observatory, University Of Massachusetts Boston

This study is a preliminary evaluation of the relative impacts of various City policies and programs related to the enforcement of housing codes and to the maintenance and upgrading of the existing supply of housing. It analyzes code enforcement functions at both the level of central administration and field procedures. City departments covered by the study include Housing Inspection (HID), Building, and the environmental unit of Health and Hospitals. Also reviewed are newer approaches to housing code enforcement, including civil remedies and federally-assisted concentrated code enforcement projects.

From 1959 through 1963, the California legislature enacted a series of statutes which prohibited racial discrimination in the sale or rental of housing. Most important among these were the Unruh Civil Rights Act, which proscribed racial discrimination by "business establishments of every kind,'' and the Rumford Fair Housing Act, which prohibited such conduct by anyone in the sale or rental of residential housing containing more than four units. Adverse public reaction to these statutes resulted in an amendment to the California constitution15 by means of an initiative measure in the general election of 1964. Government enforcement of equal opportunity in all housing, or in all housing connected with the various federal programs discussed in this note, would virtually eliminate the present fear among many whites that the presence of Negroes in the community hurts property values. Even if there were any basis to such a fear, the fact that Negroes had an easily enforceable right to purchase property in all neighborhoods would tend to prevent such price devaluation since the actual presence of Negroes in more and more areas would eventually make all white neighborhoods non-existent.
