People with intellectual disability deserve a system that offers flexible, timely, and person-centered support — one that is innovative, sustainable, and holistic in enabling them to live fulfilling lives. This qualitative study, grounded in Critical Participatory Action Research (CPAR), examines how people with intellectual disability experience participation in decision-making within New York State's disability service system. By centering lived experience, the study identifies factors that facilitate or hinder participation in decision-making and examines structural, social, and policy-related barriers that limit agency. Through six focus groups and a Photovoice project with self-advocates receiving OPWDD services, participants described systemic barriers that limited …

Beyond The Individual: Exploring Structural Explanations Of Homelessness Through Thematic Analysis Of Extant Research, Madison R. Mcclain

This thesis examines how homelessness is defined, explained, and addressed within contemporary U.S. research using Critical Race Theory (CRT) and Intersectionality as guiding frameworks. Through a qualitative, deductive thematic analysis of 16 peer-reviewed articles, this study identifies six key themes related to structural causation, policy governance, measurement practices, racial inequality, dominant narratives, and intersecting systems of disadvantage. Findings reveal that while structural explanations of homelessness are widely acknowledged, they are inconsistently defined and often insufficiently theorized. Institutional systems primarily function to manage rather than resolve homelessness, while measurement practices and definitions actively shape who is recognized and prioritized. Originally developed as a mixed-use project in the 2010s, the redesign evaluates the site through the regulatory atmosphere, market conditions, and housing needs of 2025.

The project examines site conditions, market demand, state and local planning frameworks, and applicable development standards, including recent California housing legislation that eliminates parking minimums and streamlines environmental review. Since HUD Secretary Henry Cisneros' pledge in 1995 to “end public housing as we know it, ” the United States has seen the rapid depletion of public housing stock. Alongside this mass demolition, a new redevelopment paradigm emerged: a community-oriented planning model that requires resident participation. HUD’ s shift toward participatory planning began with HOPE VI in 1992, which sought private investment to demolish public housing, and was formalized in 2010 through the Choice Neighborhoods Initiative (CNI). The City of Pacific Grove is a beautiful coastal place to live, yet it is difficult to find affordable housing. The housing division works together with other departments in the city and state to carry out its goal of ensuring that residents have access to affordable housing. In previous community housing needs surveys 60% of respondents reported an interest in building an Accessory Dwelling Unit. Similarly, 50% respondents showed an interest in landlord incentive workshops. The purpose of the evaluation was to assess the effectiveness of these two key resources. While substantial literature exists on the causes of California’s housing crisis, relatively little is known about the state legislature’s attempts to increase housing supply. This study attempts to address that shortcoming by creating a catalog of all recent changes made to land use law in California. It finds that the state legislature has passed 167 laws related to planning, zoning, and entitlement processes over the previous decade. Through an analysis of the content of those laws, this study identifies 12 policy subtopics. Subtopics that were subject to significant political opposition typically saw less legislative activity. On average, US citizens have experienced approximately 400,000 sexual assaults per year, which results in enormous immediate and long-term consequences for individuals, as well as society in general.

In the U.S., the principal method of combatting this crime has been the creation of Sex Offender Registries used to notify the public of the identity and location of convicted sex offenders who may be living in proximity to their residence. Already burdened with more sickness and death during the pandemic than other New Yorkers, low-income tenants and tenants of color are particularly vulnerable to additional harassment by landlords who seek to take advantage of the city's health and financial crisis to force them out. Brooklyn residents Delene Ahye, Dexter Lendor and Sonny Singh tell stories of their landlord, landlord agents and building manager’s harassment, which began during the pandemic’s most dangerous spikes in New York City. These forms of harassment included intimidation, abusive construction, constant buyout offers and biometrics and surveillance technology.

The social problem is that too many workers face employment rights violations. The agency problem is a reduction in the number of people seeking employment legal services from CRLA. Depressed home sale values are associated with the presence of registered sex offenders even though the public is largely unaware of the presence of registered sex offenders. This law was created as a means to ensure that “all children will have quality educational opportunities, regardless of where in Missouri they live.” Section 167.131 of this law states that an unaccredited district must pay the tuition and transportation cost for students who attend an accredited school in the same or adjoining district. The study has been based upon the conceptual framework set forth in Self-Determination Theory. However, the United States, while a signatory to several of these agreements, does not recognize this right. Homelessness violates the right to housing. Moreover, homelessness often subjects individuals to additional rights violations. These additional violations often occur because governments criminalize homelessness.
