An Overview Of Italian Gaming The State Of The Industry, Roberto Verona

In recent years, the field of gambling in Italy has registered significant growth and Italians have demonstrated high propensity to play. The purpose of this article is to analyze the dynamics of such growth, in particular of the sectors that have developed more than others, and the effect of State policies and regulations on decisions taken by economic operators. From our research, it emerges that the gambling sector has been affected by a complex and contradictory State normative policy. Halos, Alibis And Community Development: A Cross National Comparison Of How Governments Spend Revenue From Gambling, Lynn Gidluck
Occasional Papers
This paper provides a cross-national comparison of how governments around the world distribute revenues from state-directed gambling and how these choices have been justified by proponents and vilified by critics. Case studies where governments have popularized gambling expansion by “earmarking” revenues for particular good causes and where the state has collaborated with the voluntary sector to deliver programs from this revenue stream are examined. Lessons learned from challenges of various approaches are considered.

Major League Baseball And The National Collegiate Athletic Association: Private Lotteries And Enforceable Contracts, Charles S. Michels

This Note argues that both the National Collegiate Athletic Association (NCAA) and Major League Baseball (MLB) have run or continue to run contests for playoff tickets that constitute lotteries under state law. For a contest to be considered a lottery in New York and Indiana, there must be a prize, consideration, and chance. Both of these schemes meet these three requirements, because entrants pay a non-refundable fee for a chance to purchase a playoff ticket to games at a time when the face value of the ticket will likely be much lower than the market value of the ticket.
