Virginia McDowell, at the time, was the only female to serve as CEO and President of a large, publicly-traded gaming operation from 2007 until her retirement from Isle of Capri Casinos in April 2016. Leveraging her thirty-five years of casino experience, Ms. McDowell co-founded Global Gaming Women, a non-profit that serves to support, inspire and influence the development of women in the gaming industry through education and mentoring. Today, Ms. McDowell serves on various boards and is often a keynote speaker, moderator or panelist at universities, civic organizations and charitable organizations and major industry conferences.

Becky Harris, appointed by former Nevada Governor Brian Sandoval (2011-2019), served as the first female Chair of the Nevada Gaming Control Board from January 2018 to January 2019. Harris was the first Chair to propose regulations addressing workplace sexual harassment. Prior to serving as Chair, Harris served in the Nevada Legislature for the 2015 and 2017 legislative sessions.

Jimmy Vaccaro is one of the most prominent figures in the sports betting industry. Mr. Vaccaro began his climb in Las Vegas casino industry in 1975, starting off as a blackjack dealer at the Royal Inn. Due to his knowledge of the sports betting industry, Mr. Vaccaro was given the opportunity to open one of the first sports books in Las Vegas at the Barbary Coast under the direction of Michael Gaughan. The Court determined that application of NRS § 463.120(6), as enacted in 2017 through Senate Bill 376, which protects certain information and data provided to the gaming authorities, does not apply to information requested before the effective date of the statute. From the plain language of the act that the privilege applies to “any request made on or after the effective date of this act,” the Court concluded that the privilege applies prospectively only and does not apply to any request made before the effective date of this act.

Kenny Epstein has spent a lifetime working in the gaming industry. Beginning in 1966 at the newly opened Caesars Palace as a Baccarat shift boss, Epstein eventually purchased a stake in Jackie Gaughan’s El Cortez Hotel and Casino in the mid-seventies. Partnering with Gaughan and his son Michael, he helped build the Barbary Coast, Gold Coast, Orleans, and Suncoast. In 2007, Epstein purchased the El Cortez and continues to work as the casino’s chief executive officer today.
