Publicity, Pressure, And Environmental Legislation: The Untold Story Of Availability Campaigns, Molly J. Walker Wilson, Megan P. Fuchs

The availability heuristic - a cognitive rule of thumb whereby events that are easily brought to mind are judged to be more likely - is employed by decision-makers on a daily basis. Availability campaigns occur when individuals and groups strategically exploit this cognitive tendency in order to generate publicity for a particular issue, creating pressure to effect legislative change. This paper is the first to argue that environmental availability campaigns are more beneficial than they are harmful. Because they result in pressure on Congress, these campaigns serve as a catalyst for the enactment of critical new legislative initiatives. Specifically, these …

Carbon Forest Markets And The Brazilian Atlantic Rainforest: Can Market-Based Economic Incentives Save The Forest?, Romulo Silveira Da Rocha Sampaio

This study is divided into six main chapters. The first chapter is dedicated to situate forests in the global context and providing a detailed description of the Atlantic Rainforest's history, ecological features, geographical and demographical information and its potential contribution to emissions and removals of greenhouse gases. Considering the traditional trend of not valuing ecosystem services, this first chapter introduces the notion of economic incentives to promote forest conservation and regeneration policies highlighting existing market-based approaches. The goal is twofold: first, to compare the Atlantic forest's reality and characteristics with a worldwide deforestation trend; second to provide an understanding of …

The Western United States can best be described as a vast, varying land, with the high plains to the east and the jagged horizons of Rockies to the west. However there is one common trait shared by these states: the lack of water resources. With the continued development of this land, the fact that water is scarce is becoming more real. This issue became more difficult to handle as the public became more aware that many competing uses existed for the finite resource, and those different uses were degrading the natural environments of the surface waters. The National Environmental Policy Act (NEPA), enacted in 1969, requires that agencies of the U.S. government or those seeking to use federal funds to construct projects study the environmental and social impacts of said projects. Under the provisions of NEPA, a first-level review must be conducted for all projects not otherwise exempted. If the entity conducting the review deems that the project will result in a significant impact on humans or the environment, an environmental impact statement (EIS) must be prepared. The decision about whether or not to prepare an EIS can be controversial due to the fact that the …
