The Shadow Of The Future: Discount Rates, Later Generations, And The Environment, Daniel A. Farber, Paul A. Hemmersbaugh

If saving a life is worth spending $1 million today, how much should we spend to save a life in twenty years? The answer, according to the federal Office of Management and Budget (OMB), is $150,000. OMB uses a ten percent annual "discount rate" to convert future regulatory costs and benefits into their "present value."' Because government regulation of carcinogens cannot be expected to affect the cancer rate for twenty or thirty years, OMB's choice of discount rates has dramatic implications for regulatory policy. Its choice of discount rates has even greater impact on long-term global environmental issues such as …

California Dreaming: Water Transfers From The Pacific Northwest, Clifford J. Villa

A prolonged drought in California has prompted renewed interest in proposals to transfer water from the Pacific Northwest, where rainfall is more plentiful, to the arid Southwest. While recent storms have obviated the need for water transfers at the present time, it is likely these proposals will resurface with the next drought. This Comment will examine past proposals, and discuss less expensive and less drastic means for satisfying the need for water in the Southwest.

Will critical areas and resource lands, as implemented under the GMA, effectively contribute to the conservation of wildlife and wildlife habitat in Washington? The remainder of this Article will address that question. First, this Article briefly describes some aspects of biological diversity that must be understood before proceeding further. Second, it sets forth several central principles from modern conservation biology that are essential for maintaining habitat integrity and species viability and considers their applicability to critical areas and resource lands, as defined by the GMA.
