In the past year, interest in robotaxis in New York has surged. Last summer, Waymo started testing its vehicles on Manhattan streets. In January, Governor Hochul proposed automated vehicle pilot programs upstate. But in February, she withdrew her proposal under pressure. And in March, Waymo’s testing permit expired. The future of robotaxis in New York is an open question. This Symposium will explore the legal and policy issues that robotaxis raise. Our goal is to enrich the public conversation by bringing together experts from around the country to share their knowledge and experience. There will be two panels: one on …

Revisiting The Missed Pigouvian Opportunity Of The First Industrial Revolution: A Carbon-Based Pigouvian Tax On Ai, Haozheng Jiang

As artificial intelligence (AI) reshapes the economy with comparative speed and scope as during the First Industrial Revolution, policymakers face a familiar dilemma: how to preserve technological progress while addressing its negative externalities. This article proposes a uniform, carbon-based Pigouvian tax on AI as a practicable and forward-looking solution to correct one of AI’s most readily measurable negative externalities without stifling innovation. Drawing on lessons from existing carbon-pricing systems, this article contends that such a tax should be designed with flexibility and transparency to promote both effectiveness and political feasibility. Rapid global trade expansion beginning in the 1990s spawned a parallel expansion in non-state (‘private’) environmental regulatory (PER) programs. They issue regulatory standards, monitor and judge performance, sanction poor performance, and sometimes regulate state activities. PER programs constitute extensive and complex transnational governance agglomerations encompassing environmental certification, corporate social responsibility, and environment-society-governance programs, typically intertwined with governmental and intergovernmental regulatory programs.

This paper examines how Islamic ethics, when translated into lived practice, generate both moral frameworks and scalable solutions to pressing ecological challenges. Focusing on shūrā, tawḥīd, khilāfa, and taʿaddudiyya, and drawing on case studies of Stewardship Canada and the Aga Khan University’s Carbon Management Tool, the authors show how Islamic values move beyond doctrinal abstraction to guide institutional decision-making, programme design, and community engagement. More than treating ethics as fixed theological propositions, they frame them as negotiated, context-sensitive processes that align with ecological resilience, distributive justice, and economic viability.

This paper examines the concept of environmental racism in the context of harmful pesticides and their disproportionate use in prominently Hispanic communities. These communities continue to face the consequences of exposure despite their activism. The concept of environmental patriotism, as proposed by Anne Todd in Communicating Environmental Patriotism: A Rhetorical History of the American Environmental Movement (2013), is incompatible with the data that supports the existence of environmental racism. The social cost of carbon (SCC) is a tool used by federal agencies to quantify the cost of carbon emissions in policymaking. As concerns surrounding climate change become more pressing, some states have also begun using the SCC in their own policies, rules, and regulations, while other states like Missouri have actively challenged the metric. In this article, Matthew Geer looks at the origin of the federal social cost of carbon and considers its effectiveness as a tool by state governments to guide policymaking that will prevent climate change from causing irreversible harm to Planet Earth.
