Life can travel between planets. The many spacecraft humans have sent to the Moon have inadvertently provided passage to uncounted millions of microorganisms, some of which have remained alive on the lunar surface for years. What would happen if humans also sent microbes to celestial bodies that may harbor indigenous life, such as Mars or Europa? As environmental awareness has surged over the last two decades, environmental law has rapidly developed. In both agricultural and industrial countries, the environment is a sensitive and vital area where substantial economic interests are at stake. In the United States, many social, political, and economic reasons have spawned rapid expansion of environmental law. The United States is one of the few nations where private airline ownership and more than one carrier are permitted, but traditionally the airline industry was heavily regulated by the Civil Aeronautics Board (CAB) with direct regulation of routes, rates, entry, and exit. However with the Airline Deregulation Act of 1978 and the International Air Transportation Competition Act of 1979, Congress removed many restrictions on the airline industry and allowed airlines to make their own economic decisions and operate as traditional commercial enterprises. Choice-Of-Law Problems In Wrongful Death Actions Arising From Aircraft Accidents, Rolf-Peter Hoenen

This thesis examines choice-of-law problems in wrongful death actions arising from multistate aircraft accident litigation. Although federal law extensively regulates air traffic safety and carrier operations, compensation for dependents of accident victims remains governed by divergent state wrongful death statutes, creating acute conflict-of-laws difficulties. The study traces the historical dominance of the lex loci delicti doctrine and demonstrates its particular inadequacy in aviation cases, where the situs of a crash bears little rational connection to the parties. It then surveys judicial escape devices — procedural characterization, public policy exceptions, and renvoi — as well as the modern approaches that followed …

Federal regulation of industry is employed frequently to protect the consumer, frustrate extensive concentrations of power, and safeguard the national interest. History demonstrates that the effectiveness of regulatory provisions involving independent regulatory agencies is substantially affected by congressional and presidential attitudes and actions. The President's actions may be premised on his congressionally delegated powers over particular regulatory activities, his prestige and strategic leverage, or his own constitutional powers.
