My presentation today connects the legacy of Senator Muskie, and specifically, his work on urban development and Model Cities, to contemporary urban development legislation. The odd couple partnership of Senator Edmund S. Muskie and President Lyndon B. Johnson in the passage of the Demonstration Cities and Metropolitan Development Act of 1966 is a story with several subplots and insights into their different approaches to the art of democratic governance. For Senator Muskie, the president’s proposal was based on valid concepts, but he doubted the legislation’s viability in the Senate and he had serious reservations about its timeliness and capacity to address the problems the legislation was supposed to solve. How fitting it is to view urban development policy today with reference to Edmund Muskie and his role as U.S. Senator from Maine in the 1966 enactment of the Model Cities Program. This Article argues that a well-conceived policy approach to building-related renewable energy (“BRRE”) — that is, renewable energy incorporated into inhabited structures and used by those structures’ occupants — could transform the way we produce and consume energy by maximizing efficiency while simultaneously minimizing energy sprawl. The vast majority of Americans favor renewable energy, at least in concept. Yet private property owners still face significant obstacles in trying to incorporate renewable energy into their projects. Warren V. Fitzgerald, 189 Md. 476 (1947): A Crossroads In Baltimore’S Mass Transit History, Emily Jaskot

In 1943, trolley ridership was at an all time high in Baltimore. The Baltimore Transit Company experienced record profits, and company leadership expected to continue to expand trolley service in and around the city. By 1947, the company had completely changed course and was in the process of abandoning 170 of its 312 miles of trolley track line and nearly half of its trolley routes, at a loss of more than 21 million dollars. The trolleys were to be replaced with new diesel buses. In 1963 the last streetcar ran in Baltimore.
