This essay examines the challenges that the so-called Islamic State, or ISIS, pose to the contemporary state system. The rise of ISIS in the territories of Iraq and Syria raises two fundamental questions, one conceptual the other directly political: First, ISIS’s claim to be a state and world powers’ resistance to this claim raises the question of what constitutes a state in today’s international system. Combatting Cultures Of Impunity After Insurgent Violence: Case Studies On Nepal, Srilanka, And Peru, Abigail Mcnamee

Directly contrasting interstate warfare, intrastate violence comprises of violence in an individual state, typically between an opposition of anti-state actors versus the state and its coercive forces. This project particularly examines recent insurgent groups in opposition to the state. These conflicts, rooted in deep embitterment, are often regarded as enduring, lasting several years before cessation. This thesis considers both the legitimate grievances the anti-state insurgency experienced prior to the conflict, as well as the legitimate counterinsurgency initiative the state used to protect its monopoly of violence. These internal conflicts result in countless non-combatant casualties and human rights violations, creating “wounds” …

When many people think about bankruptcy, they have a simple left-to-right spectrum of possibilities in mind. The spectrum starts with personal bankruptcy, moves next to corporations and other businesses, and then to municipalities, states, and finally countries. We assume that bankruptcy makes the most sense for individuals; that it makes a great deal of sense for corporations; that it is plausible but a little more suspect for cities; that it would be quite odd for states; and that bankruptcy is unimaginable for a country.

Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Air Quality Impacts from Oil and Gas Development (January 27)

Oil and gas development and hydraulic fracturing have received enormous attention over the past few years, and most of that attention has focused on the potential impacts of such development on water quality. However, the potential impacts on air quality from oil and gas development have received far less public and media attention and discussion. This two-hour program will assess the current scientific knowledge, regulatory requirements and policies regarding the impacts on air quality from oil and gas development and will address current initiatives at the state and national levels to further regulate and control those impacts.

By popular demand--a NEW, up-to-date State Litter "Scorecard" is now released for the 2011 ASPA Baltimore event--measuring each state’s overall environmental quality through public property/spaces debris removal efforts. The “CARD” uses tried-and-true, hard-to-publicly obtain objective and subjective measures, leading to a total overall score for each measured jurisdiction. Readers can thus gain a realistic "picture" of "what's going on" within one or all of the 50 states. Littering/dumping remains harmful, serious American environmental crimes, creating dangers to public health and safety, and contributing to the deaths of over 800 Americans in debris-attributed motor vehicle accidents.
