On July 6, 2016, Philando Castile, an African-American male, wasshot and killed by a police officer during a traffic stop in Falcon Heights, Minnesota. In the aftermath of this shooting, there were several challenging meetings of the City Council where protestors demanded answers. In response,the Mayor of Falcon Heights reached out to dispute resolution professionals to help him design a two-track process which included a Task Force to propose policy changes to the City Council and a Community Conversations series to provide an opportunity for healing.

This paper examines the effectiveness of allocating funds to the nation’s police departments for the prevention of domestic terrorism, as is done annually through the Department of Homeland Security’s Homeland Security Grants Program. The program, administered by the Federal Emergency Management Administration, has distributed billions of dollars since its 2003 inception in equipment, software, and technology services based on the recipient police agencies’ own risk assessments of local terrorism. Much of the technology desired by police consists of systems of mass surveillance; this thesis focuses on implementations of surveillance video cameras or CCTV, license plate readers, and unmanned aerial vehicles. …

Positive community-police relations, which are based on mutual trust, are key to equitable and just policing. Use of force that is perceived as unfair and biased can quickly undermine relations between the police and the public. In an attempt to understand what psychological factors contribute to police use of force decisions and potentially racially biased use of force application, this study proposed masculinity threat as an important psychological factor that influences police behavior. On September 12, 2012 the United States Department of Justice (DOJ) filed a complaint in the Federal District Court for Oregon asserting that the City of Portland has engaged in a pattern and practice of unnecessary or excessive force against persons experiencing a mental health crisis. This survey is the result of a settlement agreement between Portland’s City Council and the DOJ which specified the Portland Police Bureau (PPB) develop a means of assessing public perceptions.

Video captured by increasingly ubiquitous civilian cameras and communicated to a mass audience over the Internet is capable of bypassing police jurisdictional influence over traditional mass media and may be affecting police-civilian interactions in American public space as the initial cusp of a paradigm shift. Historically, the ability to visually record activities in public space was reserved to those with the resources and the motivation to devote to the task. There has been a long established relationship problem between Child Protective Services (CPS) social workers and Law Enforcement (LE) officers. It is an issue of which both sides are aware, but neither has addressed this discord in an effort to improve collaboration between the two agencies. The purpose of this study is to help both Law Enforcement officers and Children Protection Services workers build a strong interdisciplinary relationship in child abuse cases.

The purpose of this thesis was to examine the effects of collective efficacy and dissatisfaction with law enforcement on neighborhood crime rates. A data set was obtained from the Inter-University Consortium for Political and Social Research titled, Project on Human Development in Chicago Neighborhoods: Community Survey 1994-1995 (PHDCN). This is one of the only studies which ask specific questions concerning collective efficacy and dissatisfaction with law enforcement, accompanied with a large, diverse sample. The purpose of this research project is to examine three competing models of citizen satisfaction with the police: 1) citizen characteristics, 2) citizen experience with the police, and 3) citizen quality of life issues. Data were taken from Criminal Victimization and Perceptions of Community Safety in 12 Cities, 1998. The relationship between citizen satisfaction and the three models were tested by examining different types of contact between police and citizens, race, age, gender, and quality of life, which was measured by satisfaction with neighborhood and satisfaction with city.
