An Evaluation Of The California Community Crime Resistance Programs, Assembly Office Of Research

The Assembly Office of Research has been studying the appropriateness, costs, and results of punishments available under California law and comparing them to other possible sanctions which could be more effective and/or less costly. A previous report, "The Costs and Benefits of Prison Sentences for Burglars," issued in February 1984, examined the costs and benefits of recent sentencing laws for the crime of burglary. This report evaluates the California Community Crime Resistance Program and makes recommendations for continuing the program, which is scheduled to terminate in January 1986. The report also suggests possible improvements in the program.

During the spring of 1984, the Judiciary Committee of the California Assembly conducted a hearing which investigated the controversy surrounding the July 1983 bar examination. Although that particular bar examination's grading procedure is no longer under scrutiny, several unanswered questions have arisen regarding both the State Bar of California and the Committee of Bar Examiners.

Therefore, the Judiciary Committee will conduct two hearings which will focus on several issues related to the practice of law in California. The first hearing is scheduled for March 12, 1985, and will commence at 3:00 p.m. in Room 126 in the State Capitol. That …

Recently enacted legislation encourages water users to sell, lease or trade water without losing their appropriative rights, provided that others' rights, the local economy and the ecology are not adversely affected. In 1983-84. the California Department of Commerce added a new component to the state's economic adjustment program -- predevelopment grants and direct business loans to communities experiencing "sudden and severe economic dislocation" (SSED). The department has found that direct financial assistance to communities. provided in conjunction with staff technical services and business location assistance. can result in substantial progress toward the goal of local economic adjustment and worker reemployment.
