The Western Balkans And Possible Alternatives To Accelerating Eu Membership, Mersel Bilalli Oct 2021

The Western Balkans And Possible Alternatives To Accelerating Eu Membership, Mersel Bilalli

UBT International Conference

"The future of the Balkans lies within the European Union" - this is the central sentence of the European Council conclusions adopted at the Thessaloniki Summit in 2003. Today, almost two decades later, the Western Balkans are even further away from that goal. After mass membership in 2004, then Bulgaria and Romania in 2007, and finally Croatia in 2013, the EU obviously looks tired. Montenegro has entered the twelve years tenth year of negotiations, and the results are still halfway through. Serbia is experiencing the same fate. And other Western Balkan countries have been on "waiting tracks" for decades.

The main purpose of this study is the legal treatment of foreign direct investment (FDI) in the Republic of Kosovo and in the countries of the region, as well as the role of International Investment Arbitration, with a specific reference to an analysis of the positive effects FDI and the problems faced by foreign investors. Global trends show that competition for FDI inflows is particularly strong among developing countries, as it represents an important source of foreign capital and with a positive impact on the host economy. FDI can facilitate rapid economic growth in developing countries by increasing investment and …

The purpose of this research paper is to analyse the impact of the EU Stabilization and Association Agreement (“SAA”) in Kosovo. This agreement was signed between Kosovo and the European Union (“EU”) on 27 October 2015. The High Representative for Foreign Affairs and Security Policy at that time, Federica Mogherini, signed the agreement on behalf of the EU and noted that a new phase was opened for the relationship between the two and prosperity and stability would be improved significantly. On the other hand, Commissioner Johannes Hahn indicated that a milestone has been reached, and SAA will enable Kosovo to …

Death By Police: When “Protecting And Serving” Goes Wrong, Hesper Mallis Aug 2021

Death By Police: When “Protecting And Serving” Goes Wrong, Hesper Mallis

Symposium of Student Scholars

The recent cases of law enforcement using lethal force in the United States have gained massive public attention. My dataset is from the Mapping Police Violence website. The website’s focus was to create a heat map to display where police killings occurred most frequently. The website has a dataset with information on 7,664 deaths of suspects. The variables in the dataset include age, sex and race of the suspect; geographic location; alleged threat level; alleged weapon; cause of death; and criminal charges against the officer. In addition, the variables include whether the individual had a mental illness, was armed or …

Marijuana Arrests In Toronto Canada: A Look Into The Canadian Criminal Justice System, Steven Tully Aug 2021

Marijuana Arrests In Toronto Canada: A Look Into The Canadian Criminal Justice System, Steven Tully

Symposium of Student Scholars

Marijuana related drug offenses made up fifty-eight percent of all Controlled Drugs and Substances Act offenses in Canada in 2016. On October 17, 2018, Canada legalized marijuana. As part of the efforts to legalize marijuana, descriptive statistics of single variables, like the age of the arrestees and the number of people arrested per year, were reported by the Toronto Star newspaper. The dataset analyzed in this research predates the legalization of marijuana and was collected from 1997 to 2002 on 5,226 individuals arrested in Toronto, Canada for simple possession of small quantities of marijuana. When an offender was arrested for …

Bias In Police Shootings: Is It Just An Opinion?, Phuong Ho Aug 2021

Bias In Police Shootings: Is It Just An Opinion?, Phuong Ho

Symposium of Student Scholars

The claims of racism have drawn public attention toward police brutality and its impact on minorities. Is this just an opinion or is there any statistical evidence? Recent studies from The Atlantic have investigated the average age and ethnicity of victims from police killings in 2015-2016. As an Asian-American, I am motivated to examine the issue of police killings among races and other demographics to find any bias that is present. Using the dataset of 2,204 victims of police killings (2015-2016) collected by The Guardian, I will examine the following variables for bias: age, cause of death, armed/unarmed, race/ethnicity, and …

SITIE Symposiums

For many Americans, the American Dream is a dream deferred. Recently, there has been an explosion in demand for diversity, equity, and inclusion in financial services. This has coincided with an explosion of a different kind related to delivering financial services through innovations in technology, otherwise known as FinTech. We have seen a plethora of FinTech applications on our smartphones, ranging from online lending to remote deposit making. While these applications provide potential opportunities to level the playing field for those whose dream has been deferred, there remain challenges.

COVID-19 has had a massive impact on the U.S. and the world regarding health care and health care access. Improving access has been the topic of scholarship for many years. It took the COVID- 19 pandemic to bring these issues to the forefront of public discussion. Inequities in public health access, not only domestically but globally, have become apparent in the light of COVID-19. This expert panel addresses the inequities of vaccines worldwide and the concept of vaccine sharing programs. It also explores the role that intellectual property plays in these equity issues and some of the risks inherent in …

Constitutional Hinderance, Dena Wake May 2021

Constitutional Hinderance, Dena Wake

Helm's School of Government Conference - 2021-2024

According to media outlets, the federal government has become the poster child for “Failure to Help the States” during this present crisis. It is nearly impossible to find an article or news segment that does not blame the federal government for the current pandemic. If the media is correct in blaming the federal government then why doesn’t the federal government just take over all COVID-19 related problems throughout the nation that would make everything easier according to the media. There are countless reasons why the federal government can’t take over, the ultimate reason being the Constitution, the law of the …

An Analysis Of The Relationship Between Voting Law Stringency And Voter Fraud, Nicholas J. Stark May 2021

An Analysis Of The Relationship Between Voting Law Stringency And Voter Fraud, Nicholas J. Stark

Helm's School of Government Conference - 2021-2024

The debate on election integrity usually centers upon two competing views. First, the conservative view, makes the claim that combating voter fraud is the most important aspect of preserving election integrity. Conservatives argue that voter fraud is rampant and has a meaningful impact on the outcomes of elections. In order to provide free and secure elections, states need to enact more stringent voting laws. The argument hinges on a correlation between relaxed voting laws and more instances of voter fraud.

The second view, held by liberals, is that the conservative argument actually fosters voter suppression, which is more damaging to …

The Constitution, Covid-19, And Civil Disobedience: Federalism In Flames And The Slippery Slope To Socialism, Savannah Snyder May 2021

The Constitution, Covid-19, And Civil Disobedience: Federalism In Flames And The Slippery Slope To Socialism, Savannah Snyder

Helm's School of Government Conference - 2021-2024

Our Constitution has been devastatingly corrupted from its original design and vision amid the COVID-19 pandemic. Governors usurped authority in the name of crisis mitigation. Our unalienable rights have been macerated and pulverized by droves of executive orders, each delivering a calamitous blow to the integrity of the American republican framework. Socialized medicine is on the horizon as our compliance is coerced. Conventional civil disobedience has been regulatorily revoked. We have succumbed to the decrees of depraved men who maintain that education, religious expression, and pursuits of happiness can be invalidated by whatever transgressions the state deems necessary. For the …

Bridging The Gap: Reconciling Research And Reality On Street Gang Prevention, Brent Schuliger May 2021

Bridging The Gap: Reconciling Research And Reality On Street Gang Prevention, Brent Schuliger

Helm's School of Government Conference - 2021-2024

Law enforcement in America is under great scrutiny. Last year saw numerous calls for criminal justice reforms due to a perceived racial bias in policing strategies and policies. This crisis of public opinion poses a serious threat to police legitimacy in the coming years. Couple this with a public which increasingly does not trust police capabilities to solve crimes: since 2010, the number of violent crimes reported to police steadily declined, reaching a low of only 40% reported[1]. It is clear some reforms to the criminal justice system, and how it interacts with communities, are needed. One of …

How Unfettered Emergency Powers Have Led To The Disregard Of The Rule Of Law, Hannah Schanz May 2021

How Unfettered Emergency Powers Have Led To The Disregard Of The Rule Of Law, Hannah Schanz

Helm's School of Government Conference - 2021-2024

What a difference a day makes. How much more a month? A year? How different our world looked over a year ago before we knew about the COVID-19 virus. Children casually played on playgrounds during recesses; family and friends gathered at churches, weddings, and funerals; and over 40,000 fans cheered from the stadium as the Washington Nationals won their first World Series. But in March of 2020, dark clouds rolled in under which many Americans have still not felt the sunlight on their uncovered faces. School doors still remain shut. Churches, which were banned from meeting, forbidden from singing, and …

Civil Disobedience From A Biblical Perspective, Gabriel Reed May 2021

Civil Disobedience From A Biblical Perspective, Gabriel Reed

Helm's School of Government Conference - 2021-2024

To say that civil disobedience is a complicated topic is to severely understate the topic. It is a subject matter that has derived many different and disparate opinions, points of view, and public policies. Specifically, within America today, we observe calls for civil disobedience from both sides of the political spectrum, over several divergent political ideals. These issues are, primarily, driven from both sides’ desire to provide protection and provision for the oppressed and those who cannot necessarily speak for themselves. The definition of who is necessarily oppressed and whom their oppressors are varies from person to person, regardless of …

Coronavirus Communication: Interaction Of Church, State, And Constitution In The Pandemic Environment, Valeriia Manchak May 2021

Coronavirus Communication: Interaction Of Church, State, And Constitution In The Pandemic Environment, Valeriia Manchak

Helm's School of Government Conference - 2021-2024

This paper investigates the response to Covid-19 by examining the communication problem between the government and religious institutions. During the outbreak, some faith-based organizations used religion-abetted value judgments which affected viral spread (Whitehead and Perry 2020). Religious institutions can also inspire people to be supportive while the world endures hard times. (Wildman, Bulbulia and et al. 2020). This paper will explain where churches have contributed to the challenges of dealing with the COVID virus and provide recommendations for the better response (Wildman, Bulbulia and et al. 2020). This paper also discusses where the government violated constitutional rights and how to …

Comparative Education Understanding Why The United States Underperforms In International Test Scores: Learning From China, Japan, Canada, And The United Kingdom, Mama Aye-Addo May 2021

Comparative Education Understanding Why The United States Underperforms In International Test Scores: Learning From China, Japan, Canada, And The United Kingdom, Mama Aye-Addo

Symposium of Student Scholars

The United States has slow but surely fallen in their standing in global education. Education affects everything from economic standing to innovation for the future and thus the decline in educational standing presents a problem for the U.S. This research uses the Organization for Economic Co-Operation and Development’s Programme for International Student Assessment as a baseline for where countries place relative to the United States. The study then uses Canada and England to represent nations with ideologies and economies most similar to the United States as well as China and Japan to represent countries that differ. Each nation’s governmental structure, …

Diversifying Nuclear Technology: A Technical Analysis On Small Modular Reactors And Its Impact On Nuclear Energy Policy, Carolina Lugo Mejia, Marcos Lugo May 2021

Diversifying Nuclear Technology: A Technical Analysis On Small Modular Reactors And Its Impact On Nuclear Energy Policy, Carolina Lugo Mejia, Marcos Lugo

Helm's School of Government Conference - 2021-2024

The energy policy debate in the United States has revolved around the diversification of energy sources while promoting advantageous economic profits. One drive for this has been the discussion of anthropogenic, environmental endangerment concerns (Vlassopoulous 2011, 104). However, despite the environmental concerns, the U.S. has for some time only relied on one type of energy source—fossil fuels. Fossil fuels are categorized as natural gas, coal, petroleum, and other gases responsible (U.S. Energy Administration 2019). Natural gas is responsible for 38.4%, coal for 23.4%, petroleum for 0.4%, and other gases for 0.3% of the U.S.’s electrical generation (U.S. Energy Administration 2019). …
