The Internet is a constant companion to people the world over and as technology improves it is becoming more accessible every day. With the amount of communication that occurs online, it was only a matter of time before anonymity became an important topic of discussion. Several so-called “anonymity networks” have been developed to facilitate anonymous communication by the citizens of the web. Because the use of these networks is already so widespread, the time is ripe for a discussion of their merits and potential government responses to this phenomenon. Protection Against The Forced Return Of War Refugees: An Interdisciplinary Consensus On Humanitarian Non-Refoulement, Jennifer Moore

This book contributes to a long-standing but ever topical debate about whether persons fleeing war to seek asylum in another country – ‘war refugees’ – are protected by international law. It seeks to add to this debate by bringing together a detailed set of analyses examining the extent to which the application of international humanitarian law (IHL) may usefully advance the legal protection of such persons. This generates a range of questions about the respective protection frameworks established under international refugee law and IHL and, specifically, the potential for interaction between them. The book is divided into three parts. Part I contains five chapters. Chapters 1 and 4 provide a description, comparison and evaluation of Washington’s current tax structure. Chapter 2 provides a description, history and evaluation to the state’s three most important taxes: property, sales and B&O. Chapter 3 describes the roles played by the “tax policy makers” (i.e., citizens, governors, legislators, other public officials, businesses, labor groups, and numerous other interest group) in bringing about those changes. Clean energy technologies have begun to transform the national economy. Growth in this sector is expected to be as high as four-fold, generating more than $2 trillion per year by 2020. Washington State has historically been a leader in the field by pursuing low-carbon energy policies, such as renewable portfolio standards and green building codes. But as competition increases, Washington needs to continue to improve to stay on top.

Clean energy technologies have begun to transform the national economy. Growth in this sector is expected to be as high as four-‐fold, generating more than $2 trillion per year by 2020. Washington State has historically been a leader in the field by pursuing low-‐carbon energy policies, such as renewable portfolio standards and green building codes. But as competition increases, Washington needs to continue to improve to stay on top. This report presents a package of proposals that address policy and technical barriers to developing Washington State’s clean energy economy.
