Italian-Jewish chemist and Holocaust survivor Primo Levi wrote in his work The Drowned and the Saved about the "Gray Zone," or holding place for all things difficult to categorize about his experiences in the Nazi camp Auschwitz. Because human tendency is to divide things in a rigid dichotomy, he argued, anything without a set role is brushed aside. I have extended this Gray Zone to include mutually shared situations from modern genocide including: the relationship of race/land to genocide, the "Forced Victim-Perpetrator" (victim forced to commit atrocities against his or her own people), and the complex international reaction to genocidal …

On March 15, 1982, the City of Las Vegas determined that, due to extreme overcrowding at the Las Vegas Metropolitan Police Departments holding facility, it was time to create the Las Vegas Department of Detention and Correctional Services. As the population of Las Vegas continued to grow, the Las Vegas Department of Detention and Correctional Services also increased in both size and degree of responsibilities. A Validation Study Of Risk Management Systems, Bridget Kelly

The purpose of this study was to examine the predictive validity of Risk Management Systems (RMS) as a risk assessment instrument. To date, a published validation study does not exist for the RMS. The study employs secondary data analysis to examine the predictive validity of RMS recidivism and violence scores on three outcomes: arrest, unsuccessful termination from supervision, and technical violations. The study sample consisted of 830 probationers from the United States Probation Office, District of Nevada. The analyses showed that RMS recidivism and violence scores were moderately predictive of all three outcomes.

Should an independent, sovereign state of Palestine have the right to exist? The establishment of an independent Palestinian state is important because it could possibly end an extended period of violence with Israel, where civilian casualties have been high, and it could help to solidify a foundation of political tolerance and acceptance in the Middle East. Under the proposed two-state solution, an independent Palestinian state is possible. A race stereotypic crime is a crime that most people tend to associate with a certain race. This is a type of racial bias that affects juror decision making by undermining the presumption of innocence and lowering the prosecution's burden of proof. Two studies investigated race stereotypic crimes. Study 1 used a new scale to identify race stereotypic crimes for black, Hispanic, and white males. Study 2 used a mock juror paradigm with a realistic stimulus and sensitive measures to focus on the influence of this type of bias on mock juror decision making. Since the 1970s, the political-economic structure of global society has undergone drastic restructuring. International political economy is concerned with providing explanations for these changes. This thesis will provide an alternative view of international relations that is often marginalized in the mainstream literature. It will be argued that global society needs to be understood under the historical context of capitalism and the class relations that stem from it. Central to this argument is a Gramscian derived articulation of hegemony. Many factors during the precipitation process can affect the yield and energy resolution by adding unwanted mass to the sample. Current applications in nuclear forensics call for an optimization of energy resolution and yield in order to improve identification and quantify specific radionuclides. James G. Scrugham, Nevada's 14 th governor, assumed office during the economic downturn of the early 1920s. The Comstock, and Tonopah - Goldfield mining boom days were in the past, and the new governor made development of a sustainable economic model for the state the top priority of his administration.

Governor Scrugham focused on education, irrigation, parks, and highways as vehicles for economic development, and significant accomplishments were made in all these areas during his term. In recent years, local governments in the United States have increasingly used eminent domain to promote economic development, raising concerns among property-right advocates over what those advocates view as unlawful, or what should be unlawful, takings of private property in order to benefit another private property owner. This philosophical and legal dispute reached a crisis point in the 2005 United States Supreme Court decision in Kelo v. City of New London. The City of Las Vegas operates a municipal detention facility, primarily housing offenders who have committed misdemeanor crimes within the 130 square miles of the Las Vegas City limits. Similar to many jurisdictions, within the State of Nevada, but also across the Country, the offender population is on the rise. The City’s inmate population has grown steadily at a rate of 10%, annually, for five years. The 1981 Nevada Legislature reduced property tax rates in what is known as the “Tax Shift”, whereby cities and counties received less property tax revenue and more sales tax revenue. Nevada made this change to mirror California Proposition 13, along with over forty states nationwide. Furthermore, the property tax rates that could be levied by local governments were “capped.” Nevada also became the only state to depreciate improvements (buildings) in determining the value of property (Tax Topics, 2001). A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. Selected Nevada law enforcement officers participated in the mandatory collection of traffic stop data in the calendar year 2002. The requirement was a temporary one-year study mandated by the 2001 Nevada Legislature. The primary objective of this paper is to provide insight into the behavioral response of law enforcement with respect to mandatory data collection. Data for this study was obtained from the use of a self-administered mail survey from law enforcement officers from five of the nine Nevada police agencies required to collect traffic stop data. Bell as a cost-saving measure meant as a reclassification of the position of Investigator. Since the initial job posting, the duties appropriate to the position of Process Server have been and remain in question. User fees are moneys charged non-union members by their representative union for the purpose of processing grievances. The non-member has to request the union to represent them in order for the union to do so. They may also hirer private representation at their own cost. User fees violate the intent of right-to-work laws in Nevada. The Nevada Local Government Employee-Management Board was wrong when they allowed Union/Local 1107 to charge such fees. The "Executive Board Policy" posted by Local 1107 on union bulletin boards announcing the fees for representation was coercive and discriminatory. According to survey, 40% of the respondents …
