This ordinance provides for the management of all groundwater wells within the Castroville Seawater Intrusion Project area, known as Zone 2B, following the completion and start-up of the Castroville Seawater Intrusion Project. It prohibited and otherwise restricted pumping from groundwater wells in Zone 2B, and it provided for the classification of the various wells, for the maintenance and limited operation of standby wells, and for the destruction of abandoned wells, contaminated wells, wells that allow cross-contamination of aquifers in intruded areas, and other wells. Additional objectives and tasks completed for this study were consistent with recommendations of the1996 Fugro report and included compiling water well and hydrostratigraphic information for the El Toro Planning Area; conducting aquifer testing; collecting and analyzing water samples from wells; developing a conceptual hydrogeologic model of the El Toro Planning Area; and evaluating hydrogeologic connectivity between existing subareas.

In 2014, the California legislature for the first time took some steps to create a framework for regulating groundwater pumping in over-drafted basins by adopting the Sustainable Groundwater Management Act (SGMA), representing California's first statewide groundwater management planning program. SGMA called for local agencies to develop groundwater sustainability plans within the next five to seven years and then achieve sustainable levels of groundwater extraction by approximately 2040 to 2045. The Salinas River is listed by the Environmental Protection Agency (EPA) under the Clean Water Act’s ‘303d list’ as being impaired due to ‘sedimentation/siltation.'
