Sub-Saharan Africa faces a major development crisis due to the global climate crisis and rising prices for fossil fuels. By 2030, the world’s energy needs will be 30 percent greater than they are now. This will frustrate Africa’s plans for rapid economic and technological expansion, which are based on the dominant low-cost fossil fuel model. Climate change is also become pressing policy issues. Although Sub-saharan nations emit very little carbon dioxide, their reliance on livestock and agriculture as commercial resources, results in relatively high level of methane and nitrous oxide emission rate. Major Terrestrial Causes Of Marine Coastal Pollution: A Critique Of Current Regulation And The Suggestion Of An Alternative Approach To Regulation, Chad J. Mcguire

The purpose of this article is to identify agricultural operations as the major source of marine pollution, and present an argument for an alternate regulatory mechanism to properly control these sources. First, causes of marine pollution will be identified. Then, existing federal regulations will be reviewed and criticized. Some emphasis will be placed on §303 of the CWA, and the Total Maximum Daily Load (TMDL) program suggested by EPA. It will be used as a case study to show why ambient-based regulations are ineffective at controlling pollution sources. Limitations on other regulatory programs will be identified and explained. Recent demands by atmospheric scientists and policy makers for immediate, comprehensive, and effective responses to the threat of global climate change have focused political attention on policies and laws that affect the quality of the environment. In January, the Reagan White House blocked the issuance of policy guidance that would have directed federal agencies to consider global climate change in the preparation of environmental impact statements (EIS). The Bush administration now has an early opportunity to reverse this decision.
