This report presents a study of community mediation commissioned by the Massachusetts Legislature in July 2011. The study was conducted by the state office of dispute resolution now known as the Massachusetts Office of Public Collaboration at the University of Massachusetts Boston. The office has been serving as a neutral forum and state-level resource for over 20 years. Its mission is to establish programs and build capacity within public entities for enhanced conflict resolution and intergovernmental and cross-sector collaboration in order to save costs and enable effective problem-solving and civic engagement on major public initiatives.

The debate on casinos has intensified over the last few years. Governor Deval Patrick tried to get approval for three casinos back in September 2008, which was rejected by the then Speaker Salvatore Dimasi. However, two years ago, the Governor stood in the way of casinos by vetoing the bill passed by the House and the Senate.

At the request of the Norwell Board of Selectmen, the Collins Center for Public Management has conducted a review of the finance operations of the Town. The Center’s mandate was to assess the finance operations to identify opportunities to improve efficiency and effectiveness. To fulfill its mandate, the Center took four steps: (1) Review of Town documents, (2) Interviews with staff and members of various Boards, (3) Review of related research on other communities, and (4) Conversations with additional experts in municipal finance.
