Thirty-two of the fifty-five delegates who attended the federal convention went on to attend a ratifying convention; twenty-five are Yes-Founders and one, Gov. Edmund Randolph, won his ‘SuperFounder’ status at the Virginia Ratifying Convention. Never before surveyed as a group, the table annexed names the SuperFounders and details their opposite numbers, the No-Founders.

Delegate Arrivals In Philadelphia Compared To Voting Records At The Ratification Conventions By State, Peter J. Aschenbrenner

Fifty-five delegates were appointed by twelve states to attend the federal convention in May, 1787. Eleven states ratified the Constitution between December 7, 1787 and July 26, 1788. When delegate arrival dates are compared with the order in which their respective state ratification conventions completed their business, a significant number of delegates supporting the constitution are missing in action.

The arrival of the delegates may conveniently be grouped by the order of their arrival; further information assigned to delegates. Information tabled by Farrand (1911, 1937) will be verified and expanded.

The start of the twenty-first century is marked by new levels of globaliza- tion, environmental degradation, and social conflict that are endangering the cultural landscapes and agrarian heritage of rural areas. In the wake of these threats, heritage profes- sionals are imagining new, holistic models for shared cultural and natural heritage protec- tion that support active community engagement around issues of cultural identity, material and ecological sustainability, and shared ethical values. Mountaintop removal is a form of mining that has major effects on the ecology and people of central Appalachia. The practice has been gaining increasing attention from the EPA and popular cultural sources as an environmental justice issue. Recent decisions by the EPA incorporate an environmental justice analysis as contextualization, but the perspective provided is problematic. This Article compares the way that the social and cultural context of mountaintop removal has been framed in judicial opinions and EPA documents to understand how legal documents understand and perpetuate the conflicts related to mountaintop removal. In multicandidate elections, an unpopular candidate can often win with a minority of the vote if his or her opponents split their votes among several candidates. To solve this problem, some commentators have endorsed instant runoff voting (IRV). Under IRV, voters rank their choices, and the choices of the weaker candidates would be distributed among the leaders. As a result, a candidate who has a plurality of votes but is opposed by the majority of the electorate would be less likely to prevail. Most law-related scholarship on IRV has either strongly endorsed or strongly opposed IRV. This article, by contrast, …
