So many legal materials are in languages other than English worldwide, that it is inevitable that most of us will need to find or access one of these documents at some point. Foreign, comparative, and international law (FCIL) librarians often work with materials in languages in which they are not fluent, and can provide useful ideas and insight for the non-FCIL specialist faced with this type of research. Open access within legal academia provides a case study for the effective use of digital formats to promote scholarship. The presenters review the background historical developments in this field, and consider the benefits and rationales for providing open access to legal scholarship, including the special faculty concerns arising from SSRN and its relationship to the institutional repository. Results from the presenters’ recent empirical study of the citation advantage for open access scholarship in American law reviews will be discussed and placed in broader context of the benefits of open access scholarship.

As a small satellite moves further from Earth a lot of mission elements change. More power and/or a larger antenna is needed for communications, fuel requirements increase and mission operations become more complex. What doesn’t change significantly is the set of laws and regulations that the program and spacecraft must operate under. This paper reviews, principally, the impact of the International Trafficking in Arms Regulations (ITAR) and Title VII of the Civil Rights Act of 1964 on the development, discrimination of information about and operations of small satellite programs. Take The Bus? Or Get Busted?: The Relationship Of “Driving While Suspended” (Dws) To The Availability Of Public Bus Transportation, Phil Amerine, Angela Crews

This presentation discusses the results of a project that examined the relationship between arrest for "driving while suspended" (DWS) and driver access to bus transportation. Seventy cases were randomly selected from all 2004 cases of license suspensions among adult drivers in Lawrence, Kansas. Drivers subsequently arrested for DWS during 2005/2006 were compared to drivers who were not in terms of access to bus transportation (distance from residence to bus stop; whether bus was operating). Other measured variables included driver sex, race, and age. Policy implications related to the prevention of DWS are discussed.

The purpose of this presentation was to introduce a research project that the authors have ongoing with the Ghana National Police Service (Accra, Ghana, Africa). This focus of this project is to assist the Ghanaian police in the development and implementation of a “community policing” program. In 2008, a new Director of Community Policing had been hired, although she expressed that she and the officers had absolutely no training or education in theories and practices related to community policing. The points discussed in the session are related to United Nations peacekeeping in the twenty-first century and the international police education for the rule of law. It is noted that 100 countries contribute police officers to the United Nations, and that 49 of those countries contribute 25 or fewer officers. There is a gender imbalance, with only 7.75 % of forces being made up of women. In the past, UN policing priorities were: monitoring to verify police performance and impartiality, observing to ascertain police strengths and weaknesses and reporting to document police infractions. The Ghana Police Service (GPS) is attempting to transition from a para-militaristic philosophy to a more community-centered approach, developing a domestic violence unit in the past decade and, more recently, a community policing unit. Community policing philosophies, however, face unique challenges in Ghanaian society, such as a deep-rooted (and historically well-founded) mistrust of the police, and a culture with a well-established and trusted “traditional” system wherein matters are settled within communities and impacted by religion, spirituality, and mysticism. This program and presentation addresses the use of factor analysis in program evaluation. Specific focus will highlight the development and selection of marker items. The goal is to label and interpret factors according to targeted questions of interest. Therefore, results are not only descriptive, but predictive - with practical application to student retention and satisfaction. Process is useful for benchmarking best practices; measuring student satisfaction and learning; tracking student participation; evaluating program results; determining future program or service needs; and, assessing effectiveness of delivered programs.
